Job Overview:
The Research and Helpdesk Adviser plays a crucial role in supporting the NRC’s Information, Counselling and Legal Assistance (ICLA) programme, focusing on legal and human rights research, as well as helpdesk coordination. This position is particularly centered on issues related to legal identity, civil documentation, housing, land, property (HLP), and employment-related legal barriers faced by displaced individuals, especially in Syria and the broader MENA region. The adviser will be responsible for coordinating and maintaining effective relationships with teams involved in cross-border programming, providing technical guidance, conducting legal analysis, and building internal capacities to support NRC teams and partners. The role also emphasizes the importance of aligning with NRC’s policy and advocacy agenda, ensuring that the research conducted is relevant and impactful.

Duties and Responsibilities:
The key responsibilities of the Research and Helpdesk Adviser include contributing to the ICLA strategy by identifying research priorities and implementing effective research products. The adviser will ensure a coordinated approach to ICLA research in Syria, working closely with the ICLA Specialist and the ICLA Adviser for the MENA region. Regular legal analysis and updates regarding human rights trends and risks will be provided to inform NRC’s current and planned activities in Syria. The adviser will also draft policy briefs, position papers, and advocacy materials, while identifying potential partners for collaboration in ICLA Syria research. Additionally, the adviser will oversee the implementation of regional grants linked to ICLA, coordinate with field teams, and lead cross-border coordination efforts at the MENA level. The role includes capacity building for project staff and promoting the rights of internally displaced persons (IDPs) and returnees in line with NRC’s advocacy strategy.

Required Qualifications:
Candidates must possess a Bachelor’s degree in law, with a Master’s degree focused on international human rights laws considered an added advantage. A minimum of three years of experience in a senior-level position related to programming in human rights and humanitarian research in conflict or post-conflict environments is required, along with experience practicing law. Strong technical knowledge of international law, including human rights law, humanitarian law, and refugee law, is essential. Candidates should demonstrate experience in developing strategic guidance and legal policies, as well as advanced research skills, including both quantitative and qualitative methodologies and data visualization. Familiarity with the geopolitical context of Syria and the Middle East is crucial, as is experience in coordinating with key stakeholders such as humanitarian organizations, academic institutions, and UN agencies.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in law as a minimum qualification. A Master’s degree with a focus on international human rights laws is highly desirable and will enhance a candidate's profile. This educational foundation is critical for understanding the complex legal frameworks and humanitarian issues that the adviser will encounter in their role.

Experience:
The position requires a minimum of three years of relevant experience in a senior-level role within human rights and humanitarian research, particularly in conflict or post-conflict settings. Candidates should have a proven track record of practicing law and developing legal strategies, as well as experience in conducting high-quality research and analysis in challenging environments. Familiarity with crisis contexts and the ability to navigate complex political landscapes are essential for success in this role.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Knowledge of the Arabic language is considered an added advantage, as it will facilitate communication and understanding within the context of the MENA region and enhance the adviser's effectiveness in engaging with local stakeholders and communities.

Additional Notes:
This position is based in Damascus, Syria, with a contract duration of 12 months, subject to renewal based on funding and performance. The role may require travel within areas of operation, estimated at 20-30%. The salary and benefits are aligned with NRC's Grade 8 salary scale.
