Job Overview:
The Monitoring and Evaluation (M&E) Associate plays a crucial role in ensuring that the planning, monitoring, and evaluation requirements for the Country Office and its projects are met. This position involves managing data to support reports and providing overall assistance for the successful implementation of ongoing programs and projects. The M&E Associate will work closely with program and operations staff to facilitate knowledge sharing and ensure compliance with corporate requirements within the Results-Based Management Framework. The role requires a proactive approach to monitoring activities, ensuring high-quality and accurate work, and contributing to the development of effective monitoring and evaluation plans.

Duties and Responsibilities:
The M&E Associate is responsible for supporting the timely implementation and effective management of M&E activities for the country office and its projects. Key duties include planning and implementing monitoring activities, preparing operational and administrative reports, verifying project monitoring compliance, providing technical assistance for quality assurance, and developing monitoring instruments. The Associate will also assist in the development and updating of M&E plans, coordinate monitoring mechanisms, prepare necessary M&E forms, and support data management. Additionally, the role involves preparing reports for government and UN agencies, assisting in evaluations, and maintaining a sound filing system for project data. The M&E Associate will also facilitate knowledge building and sharing, contributing to lessons learned and best practices from evaluations.

Required Qualifications:
Candidates must possess a minimum of 6 years of progressively responsible experience in monitoring and evaluation, data analysis, or project/programme management in a development context, or 3 years with a bachelor's degree. Proficiency in using computers and office software, particularly MS Word and Excel, is essential. Experience in Monitoring, Evaluation, Learning, and Reporting, as well as knowledge of Result-Based Management, is required. Candidates should demonstrate expertise in designing data collection tools, analyzing data using statistical software, and familiarity with the UN system or NGOs is advantageous.

Educational Background:
A secondary education is required, while a University Degree in Business Management, Public Administration, Economics, Political Sciences, Social Sciences, or a related field will be considered an asset. However, a degree is not mandatory for all candidates, as relevant experience may compensate for educational qualifications.

Experience:
The position requires a minimum of 6 years of relevant experience for candidates with a high school diploma or 3 years for those with a bachelor's degree. Experience in monitoring and evaluation, data analysis, and project management is crucial, particularly in the context of development work. Familiarity with ICT skills and M&E-related databases is also important, along with proven experience in using statistical software for data analysis.

Languages:
Fluency in both written and spoken English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, but English and Arabic are the primary languages required for effective communication within the role.
