Job Overview: The Human Resources Assistant position at UNRWA involves a variety of administrative and operational tasks within the Human Resources Management (HRM) system. The incumbent will report directly to the Senior Field Investigator in the Syria Field and will be responsible for ensuring the accuracy of human resources records, forms, and tables. This role requires the maintenance and updating of personnel records, as well as the drafting of routine correspondence and the preparation of statistical reports related to HR functions. The assistant will also participate in recruitment activities, including job advertisements, candidate screening, and interview processes. Additionally, the role involves managing personnel contracts, processing payroll data, and assisting in performance management activities. The incumbent will play a crucial role in supporting both staff and supervisors in various HR-related tasks, ensuring compliance with UNRWA's policies and procedures.
Duties and Responsibilities: The duties and responsibilities of the Human Resources Assistant include:
Checking various human resources records, forms, and tables for accuracy and initiating corrective actions as necessary; maintaining and updating records and files.
Drafting routine correspondence and filling out Personnel Action Forms; collecting and compiling information for statistical and periodic reports.
Participating in recruitment activities, including job advertisement, screening, administering assessments, and preparing recruitment packages.
Managing personnel contracts and documents, including verification and data entry in the HRM system.
Receiving, registering, and distributing incoming mail and dispatching outgoing mail; ensuring proper filing and maintenance of personnel records.
Entering data related to payroll, entitlements, and movements in the HRM system.
Supporting performance management activities, including assisting staff and supervisors with the electronic performance management system.
Relieving counterparts in other HR teams or sections as needed.
Performing other duties as assigned by the supervisor.
Required Qualifications: The required qualifications for the Human Resources Assistant position include:
A university degree in investigations, police studies, law, international law, or a related field.
Additional formal training or certification in law enforcement methodologies or fraud examination/investigations is preferred.
At least five years of progressively responsible professional experience in applying investigation techniques in criminal or administrative inquiries or as a criminal or administrative attorney.
Experience in drafting investigation reports is required.
A strong understanding of HR policies and procedures, as well as the ability to maintain confidentiality and discretion in handling sensitive information.
Educational Background: Candidates must possess a university degree in a relevant field such as investigations, police studies, law, or international law. Additional training or certification in law enforcement methodologies or fraud examination is advantageous and may enhance a candidate's application.
Experience: Candidates are required to have a minimum of five years of relevant work experience, demonstrating progressively responsible professional experience in applying investigation techniques in criminal or administrative inquiries. Experience as a criminal or administrative attorney is also acceptable. Furthermore, candidates must have experience in drafting investigation reports, which is essential for this role.
Languages: For this position, proficiency in English is mandatory, with a minimum level of proficiency as per the UN Language Framework. Knowledge of French is considered an asset but is not required. Candidates must demonstrate their language skills in reading, writing, listening, and speaking as part of the application process.
Additional Notes: The position is a Fixed Term Appointment for one year, with the possibility of extension based on performance and funding availability. The monthly basic salary for this position is 838.20 USD, with additional benefits including a Provident Fund contribution, dependency allowances, and annual leave. The incumbent may be required to travel within the Agency's operational area.
