Job Overview: The Risk and Compliance Manager will play a crucial role in establishing and managing the Risk Management and Compliance Unit within NRC Syria. This position is pivotal in ensuring that all departments adhere to NRC policies, procedures, and donor regulations. The role involves leading the enterprise risk management process, which is essential for enabling the country office management to engage in effective risk management activities and make informed decisions. The manager will also oversee and coordinate both internal and external audits, support investigations, and uphold the anti-corruption framework and related activities at the country office level. This position requires a proactive approach to compliance and quality assurance, as well as a strong understanding of risk management principles and practices.
Duties and Responsibilities: The Risk and Compliance Manager will be responsible for a variety of specific tasks, including but not limited to: ensuring compliance with NRC policies and donor regulations; conducting regular audits to assess adherence to established standards; managing the risk management process to identify, evaluate, and mitigate risks; leading anti-corruption initiatives and investigations; providing training and support to staff on compliance-related matters; developing and implementing quality assurance measures; and preparing reports on compliance and risk management activities for senior management. The role may also involve liaising with external stakeholders, including donors and regulatory bodies, to ensure transparency and accountability in NRC's operations.
Required Qualifications: Candidates for the Risk and Compliance Manager position must possess a minimum of four years of experience in compliance, auditing, or risk management functions. Additionally, at least three years of this experience should be in a managerial role within the humanitarian sector. Experience in compliance, audit, finance, or risk management within the private sector is also considered valuable. Candidates should demonstrate documented results related to the responsibilities of the position and possess knowledge of the international regulatory context applicable to International Non-Governmental Organizations (INGOs). Familiarity with safeguarding, accountability to affected populations, and Code of Conduct matters is also essential.
Educational Background: A Bachelor's degree in a relevant field such as economics, public administration, or a related discipline is required. Candidates with qualifications in Internal Audit or Quality Assurance will be preferred. A Master's degree in a relevant field is considered an added advantage, enhancing the candidate's profile for this managerial position.
Experience: The ideal candidate should have a minimum of four years of relevant experience, with at least three years in a managerial capacity within the humanitarian sector. This experience should encompass compliance, auditing, or risk management functions, as well as senior management roles in support functions such as finance, logistics, or human resources. Experience in the private sector related to compliance and risk management is also beneficial and will be taken into account during the selection process.
Languages: Fluency in English, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the operational context of NRC in Syria.
Additional Notes: This position is based in Damascus, Syria, and applicants must be legally eligible to work in the country, as NRC is unable to provide work permits or visa sponsorships. The contract is fixed-term, and the role may require travel within areas of operation, estimated at 20-30%. The salary and benefits are aligned with NRC's national salary scale, specifically at Grade
