Job Overview:
The National Project Officer (Durable Solutions) will play a crucial role in supporting the implementation of durable solution interventions in areas affected by displacement, return, or relocation within Syria. This position requires a proactive approach to coordinating project activities, ensuring compliance with IOM's policies and global standards. The officer will monitor project implementation, evaluate results, and identify challenges, proposing corrective actions as necessary. Additionally, the role involves developing operational tools and guidance to ensure quality and consistency across various multi-sector activities, including shelter, legal assistance, and social cohesion. The officer will also engage with affected populations and stakeholders to gather insights that inform programming and contribute to the overall success of the project.

Duties and Responsibilities:
The duties and responsibilities of the National Project Officer (Durable Solutions) include coordinating the overall implementation of the project, overseeing financial, logistical, administrative, and technical aspects. The officer will monitor project implementation according to the work plan, document and evaluate results, and recommend corrective actions for any identified deviations. They will support the development and adaptation of operational tools and guidance, promote the integration of cross-cutting issues in programmatic approaches, and develop monitoring and evaluation tools. The officer will maintain relationships with affected populations and partners, coordinate community profiling and assessments, and manage post-return monitoring data. They will also prepare project reports, liaise with donors and stakeholders, and contribute to capacity-building activities targeting various partners. Participation in conferences and workshops, as well as supervising and training staff, are also key responsibilities.

Required Qualifications:
Candidates must possess a Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields, along with four years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields with two years of relevant experience is acceptable. The position requires relevant field experience in protection, economic recovery, social cohesion, legal assistance, peacebuilding, and community stabilization, particularly in Syria or similar post-conflict settings. Experience in liaising with governmental authorities and international organizations is essential, as is experience in capacity building and working with vulnerable groups.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law. A Master’s degree in these areas is preferred and can substitute for some of the required professional experience. Candidates should have a strong academic foundation that supports their understanding of migration issues and the socio-political context of Syria.

Experience:
The National Project Officer should have a minimum of four years of relevant professional experience if holding a Bachelor’s degree, or two years if holding a Master’s degree. Experience should include working in protection, economic recovery, social cohesion, and related fields, particularly in post-conflict environments. Candidates should have a proven track record of engaging with governmental and non-governmental organizations, as well as experience in capacity building and working with diverse populations, including migrants and refugees.

Languages:
Fluency in English is mandatory, and knowledge of Arabic is highly desirable. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the populations served by the IOM in Syria.

Additional Notes:
This position is full-time and may require international travel for project implementation and monitoring. The role is critical in ensuring the success of durable solutions for displaced populations in Syria. The National Project Officer will work closely with various stakeholders, including government entities, UN agencies, and civil society organizations, to foster collaboration and enhance the impact of IOM's programs.
