Job Overview:
The Human Resources Manager will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be responsible for defining and implementing the HR component of the Country's operational strategy (Stratop). This role requires the individual to be the primary contact for HR operations at Headquarters and to ensure that HR activities align with the budgetary framework and HI's HR policies. The HR Manager will analyze contextual changes to identify risks and opportunities within their scope of responsibility. The position involves managing the HR team, designing the Stratop, and monitoring associated action plans, ensuring compliance with HI's financial policies and standards. The HR Manager will also oversee the operational implementation of HR, including resource management, career management, skills development, and administrative management for all staff members. Additionally, the role includes maintaining legal compliance and supporting the Country Manager in deploying HR aspects of institutional policies.

Duties and Responsibilities:
The HR Manager's duties include managing the HR team, designing and implementing the HR component of the operational strategy, and ensuring the quality of HR policies and processes. The individual will assist and supervise the team in adapting HR frameworks to the local context, oversee resource management, and coordinate administrative management for all staff. The HR Manager will also maintain the social environment, ensure compliance with legal HR frameworks, and support the deployment of the Code of Conduct, PSEA, and other institutional policies. Emergency preparedness and response are also part of the responsibilities, ensuring that the HR function is aligned with the organization's mission in a humanitarian context.

Required Qualifications:
Candidates must possess at least 6 years of professional experience in humanitarian or early recovery contexts, with strong expertise in recruitment, personnel administration, organization design, and skills development. A confirmed experience in team management of at least 4 years is required. The candidate should be solutions-oriented, flexible, and capable of managing stress effectively. Proficiency in English is essential, and Arabic language skills are considered a strong asset.

Educational Background:

Additional Notes:
This is a 12-month international contract starting from February 202
  • The contract includes social coverage adapted to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2869€ gross per month, depending on experience, with additional benefits including a per diem of 525 USD net per month, a hardship allowance of 250€ net per month, 25 paid leave days per year, and a rest and recuperation (R&R) period of 5 days every 3 months. The position is unaccompanied, and housing will be collectively provided by HI. For residents of the country, a local package will be offered.
