Job Overview: The Project Development and Reporting Officer will play a crucial role in the IOM's operations in Syria, particularly in the context of the ongoing humanitarian crisis following the political shifts in Damascus. This position involves a range of responsibilities including project development, donor liaison activities, and ensuring compliance with donor requirements. The officer will be responsible for developing, reviewing, and submitting project proposals and donor reports, coordinating project development and reporting in the fields of migration management and emergency response. The role requires close collaboration with various units within the IOM, as well as with governmental and non-governmental stakeholders. The officer will also be tasked with identifying project opportunities based on national and sub-regional needs and keeping abreast of funding trends and donor priorities. This position is essential for ensuring that IOM's strategic objectives are met and that the organization can effectively respond to the urgent humanitarian needs in Syria.
Duties and Responsibilities: The duties and responsibilities of the Project Development and Reporting Officer include:
Developing and submitting project proposals and donor reports in compliance with donor interests and IOM standards.
Coordinating project development and donor reporting activities, ensuring alignment with IOM’s Strategic Results Framework.
Maintaining effective working relationships with donors and potential donors, representing the IOM in various meetings and conferences.
Supporting Project Managers in complying with donor reporting requirements and ensuring adherence to IOM reporting standards.
Analyzing resource requirements for achieving the country strategy and identifying possible actions.
Creating and maintaining up-to-date donor profiles and producing guidance notes on donor priorities.
Coordinating the development and review of the CO’s strategic planning process, including annual work planning.
Producing visibility and presentation materials to support resource mobilization efforts.
Providing capacity building and training on project development and reporting. 1
Performing other duties as assigned by the supervisor.
Required Qualifications: The required qualifications for the Project Development and Reporting Officer position include:
A Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited institution, along with five years of relevant professional experience; or a University degree in the same fields with seven years of relevant professional experience.
Experience working in international organizations and knowledge of the UN system.
Familiarity with migration issues, project development, implementation, and administrative and financial management.
Experience in L3 emergency operations is an advantage.
Knowledge of donor relations and grant management, particularly with donors of interest to IOM.
Proficiency in project development, donor reporting, and technical writing, preferably in the international development/humanitarian sector.
Experience with Results Based Management and strategic planning approaches.
Educational Background: Candidates must possess a Master’s degree in relevant fields such as International Relations, International Development, Political or Social Sciences, Migration Studies, or Law from an accredited academic institution. Alternatively, a University degree in these fields is acceptable if accompanied by seven years of relevant professional experience. Accreditation of the educational institution must be verified through the UNESCO World Higher Education Database.
Experience: Candidates should have a minimum of five years of relevant professional experience in the field of migration, project development, and implementation. Experience in international organizations, particularly within the UN system, is highly desirable. Familiarity with donor relations, grant management, and emergency operations will be considered an advantage. Previous experience in technical writing and reporting in the humanitarian sector is also essential, along with a solid understanding of strategic planning and Results Based Management approaches.
Languages: Fluency in English is mandatory for all applicants, both oral and written. A working knowledge of Arabic is highly desirable, and proficiency in another UN official language (such as French, Spanish, Chinese, or Russian) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is classified as a Special Short Term contract, with an initial duration of six months, extendable up to nine months. The recruitment process is expedited and is open only to internal candidates and former IOM staff members who were separated within the last 12 months. The position is based in Damascus, Syria, and candidates must be mobile. The selection process may also be used to fill similar positions in various duty stations. Candidates must meet medical fitness requirements and any residency or visa requirements.
