Job Overview: The Project DevelopmentSupport Officer will play a crucial role in supporting the IOM Syria mission by assisting in project development, reporting, and compliance. This position requires close collaboration with various stakeholders, including the Chief of Mission, the Head of Programme Support Unit, and the Regional Project Development Officer. The incumbent will be responsible for preparing results-based concept notes and project proposals, ensuring alignment with donor requirements and organizational priorities. The role also involves maintaining accurate project records, updating the MEAL system with program achievements, and coordinating inputs for internal and external reports. The officer will conduct research and analysis on relevant developments and assist in identifying funding opportunities to support resource mobilization efforts. Participation in meetings and effective liaison with local authorities and partners is essential to ensure the success of the projects.
Duties and Responsibilities:
Support the preparation of concept notes and project proposals, ensuring they meet donor requirements and organizational priorities.
Lead PRIMA-related processes for IOM Syria, including the timely upload and review of project information, concept notes, and budgets.
Collaborate with M&E colleagues to maintain the MEAL system and compile data for reporting and planning.
Coordinate inputs for internal and external reports, consolidating information from various units.
Conduct research and analysis on national, regional, and international developments relevant to IOM's work.
Assist in identifying funding opportunities by reviewing calls for proposals and preparing donor profiles.
Participate in meetings and maintain effective communication with local authorities, partners, and stakeholders.
Prepare correspondence, briefing notes, presentations, and reports, ensuring timely submission.
Support the endorsement and PRIMA upload process for project proposals and assist Project Managers with donor reports. 1
Perform other related duties as assigned.
Required Qualifications: Candidates must possess strong drafting, editing, and information synthesis skills. They should demonstrate solid organizational and coordination abilities, with a keen attention to detail. Proficiency in data compilation and basic analysis is essential to support reporting and project development. The ability to work independently on multiple priorities and deliver under tight timelines is also required. Candidates should have a strong understanding of project support, reporting, fundraising, and program development, particularly within the context of UN or international organizations.
Educational Background: A high school diploma with seven years of relevant experience is required, or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with five years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should have experience in project support, reporting, fundraising, or program development with UN, international, or national organizations. Experience in contributing to donor reports, project documentation, and funding submissions is essential. Familiarity with working with migrants, refugees, and vulnerable groups is advantageous. Experience in a multicultural environment and coordination with international humanitarian organizations is also beneficial.
Languages: Fluency in English is required, both oral and written, along with a working knowledge of Arabic. Proficiency in IOM's official languages, which include English, French, and Spanish, will be evaluated during the selection process, potentially through written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Syria will be considered. The appointment is contingent upon medical fitness certification and verification of residency and visa requirements.
