Job Overview: The position of Young and Emerging Evaluator at UNFPA Syria is crucial for the thematic evaluation of the Sexual and Reproductive Health (SRH) program, which is being conducted to align with national priorities and global commitments. The evaluator will support the international lead consultant in assessing the relevance, effectiveness, and efficiency of SRH interventions implemented between 2022 and 202
This role involves analyzing the current situation of the SRH program, evaluating progress towards planned outputs and outcomes, and identifying good practices and lessons learned to inform future programming. The evaluator will also contribute to developing a theory of change for the SRH program in Syria, which will guide future interventions and enhance accountability and evidence-based decision-making. The consultancy is expected to be completed within 50 working days, with a focus on remote collaboration and coordination with various stakeholders.
Duties and Responsibilities: The Young and Emerging Evaluator will be responsible for supporting the international lead consultant in several key areas:
Conducting a comprehensive analysis of the current SRH program in Syria, including maternal and newborn health, family planning, emergency obstetric care, and SRH service delivery in humanitarian settings.
Assessing the relevance of the SRH design" style="border-bottom: 1px dotted #007bff !important;">program design to national strategies and beneficiaries, as well as its efficiency, effectiveness, and sustainability.
Critically evaluating UNFPA Syria's SRH interventions from 2022 to 2025, identifying successful aspects and areas needing adaptation.
Providing recommendations to key stakeholders and developing potential future scenarios for SRH access and delivery in Syria.
Supporting the preparation and inception of the evaluation by developing an inception report, conducting a literature review, and coordinating data collection efforts.
Analyzing findings through a gender lens and drafting a comprehensive report with actionable recommendations.
Ensuring ethical considerations are adhered to throughout the evaluation process.
Required Qualifications: Candidates for the Young and Emerging Evaluator position must meet several qualifications:
Knowledge of UNFPA's mandate and activities is advantageous.
A keen interest in professional development and becoming a competent evaluator.
Educational Background: The educational background required for the Young and Emerging Evaluator position includes a Bachelor’s degree in relevant fields such as development studies, population studies, economics, monitoring and evaluation, social sciences, public health, or any other discipline that aligns with the responsibilities of the role. A higher degree or specialized training in evaluation methodologies would be considered an asset, enhancing the candidate's qualifications for this consultancy.
Experience: The position requires candidates to have up to 4 years of relevant work experience in monitoring and evaluation, research, or social studies, particularly within the context of international development. This experience should demonstrate the candidate's ability to analyze complex data, engage with stakeholders, and contribute to the evaluation process effectively. Previous involvement in similar evaluations or projects related to sexual and reproductive health will be highly regarded.
Languages: Candidates must possess a very good command of both English and Arabic, both oral and written. Proficiency in these languages is essential for effective communication with stakeholders, conducting interviews, and drafting reports. Additional language skills may be beneficial but are not mandatory.
