Job Overview: The Supply Officer (P3, UNOPS) position is critical for supporting supply activities at the global, regional, or country operations level, particularly in the complex context of Syria. The ideal candidate will possess a blend of technical expertise and contextual awareness, demonstrating resilience in a challenging operational environment characterized by sanctions and humanitarian demands. The role involves maintaining efficiency and accountability in procurement and supply chain management, ensuring compliance with UNHCR's procurement rules, and adapting supply chain structures to meet local operational needs. The Supply Officer will be responsible for overseeing supply chain functions, including planning, sourcing, transport, and logistics, while fostering relationships with government authorities, NGOs, and commercial contractors to facilitate timely delivery of relief items. The position requires strategic agility to manage competing priorities and ensure effective emergency responses.
Duties and Responsibilities: The Supply Officer will analyze existing supply chain infrastructure, support all supply chain activities, and ensure timely and cost-effective delivery of commodities and services. Responsibilities include developing contacts with government authorities and partners, adapting supply chain structures to local environments, guiding office space needs, coordinating market assessments, establishing a skilled workforce, and managing vendor databases. The officer will implement effective asset and fleet management, monitor supply chain data accuracy, resolve local supply chain issues, and ensure compliance with UNHCR policies. Additionally, the officer will support country operations in implementing supply operations, track global supply KPIs, and provide training and oversight to supply teams in the region. Regular visits to country operations will be required to provide support and ensure compliance with operational needs.
Required Qualifications: Candidates must have a minimum of 6 years of relevant experience with an undergraduate degree, 5 years with a graduate degree, or 4 years with a doctorate. Essential qualifications include a proficient knowledge of logistics and supply systems, experience in contract negotiations, and the ability to manage a team. Desirable qualifications include database management skills, knowledge of ERP systems, and familiarity with UNHCR's procurement processes. Strong interpersonal and negotiation skills are also essential for dealing with diverse cultural backgrounds.
Educational Background: The educational background required for this position includes a degree in Supply Chain Management, Business Administration, International Commerce, Engineering, or a related field. Additionally, candidates should possess relevant certifications from recognized institutions, such as the Chartered Institute of Purchasing & Supplies (CIPS).
Experience: The position requires a minimum of 6 years of relevant experience in supply chain management, logistics, or procurement, particularly in complex operational environments. Experience in the UN system or similar organizations is highly desirable, along with a proven ability to handle contract issues and provide technical guidance to subordinate staff. Candidates should demonstrate the ability to manage multiple tasks efficiently and effectively under tight deadlines.
Languages: Knowledge of English is mandatory, along with proficiency in the UN working language of the duty station if it is not English. For national professional jobs, knowledge of the local language is also required. Additional language skills are considered an asset but are not mandatory.
