Job Overview: The National Project Officer (Durable Solutions) will play a crucial role in supporting the implementation of durable solution interventions in areas affected by displacement, return, or relocation within Syria. This position requires a proactive approach to coordinating and monitoring the operational, administrative, and financial aspects of projects in alignment with IOM policies and donor requirements. The officer will be responsible for keeping the supervisor updated on project implementation status, identifying gaps, and suggesting improvements. The role also involves developing work plans, project budgets, and monitoring tools, as well as ensuring that cross-cutting issues such as gender mainstreaming and protection are integrated into all activities. The officer will maintain relationships with affected populations and partners, conduct assessments, and coordinate data collection and analysis to inform project activities. Additionally, the officer will contribute to capacity-building initiatives and participate in relevant meetings and workshops, ensuring effective communication and collaboration with various stakeholders.
Duties and Responsibilities: The duties and responsibilities of the National Project Officer (Durable Solutions) include:
Supporting the implementation of durable solution interventions in areas of displacement, return, or relocation.
Coordinating and monitoring operational, administrative, and financial aspects of projects.
Keeping the supervisor informed on project implementation status and identifying gaps.
Participating in the development and adjustment of work plans, project budgets, and monitoring tools.
Supporting the development and adaptation of operational tools and guidance.
Ensuring integration of cross-cutting issues in programmatic approaches.
Maintaining relationships with affected populations and partners.
Conducting location desk reviews, community profiling, and field assessments.
Coordinating the collection and analysis of post-return monitoring data. 1
Liaising with donors, partners, and government counterparts. 1
Contributing to capacity-building activities for IOM staff and partners. 1
Attending conferences, workshops, and interagency meetings. 1
Participating in project proposal preparation and communication products. 1
Undertaking duty travel for project implementation and monitoring. 1
Performing other related duties as required.
Required Qualifications: The position requires a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution, along with two years of relevant professional experience. Alternatively, a Master’s degree in the aforementioned fields is acceptable. Candidates must demonstrate relevant field experience in protection, economic recovery, social cohesion, legal assistance, peacebuilding, community stabilization, camp management, or MHPSS programming in a post-conflict setting. Experience in liaising with governmental authorities and international organizations is essential, as well as experience in capacity building and working with vulnerable groups such as migrants and refugees.
Educational Background: Candidates must possess a Bachelor’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. A Master’s degree in the same fields is also acceptable and may substitute for some experience requirements.
Experience: Candidates should have relevant field experience in areas such as protection, economic recovery, social cohesion, legal assistance, peacebuilding, and community stabilization, particularly in post-conflict settings. Experience in working with governmental authorities, international institutions, and NGOs is crucial. Additionally, candidates should have experience in designing and delivering capacity-building curricula and activities, as well as working with vulnerable populations, including migrants and refugees. Prior experience with international humanitarian organizations in Syria is considered an advantage.
Languages: Fluency in Arabic and English is required, both oral and written. The IOM's official languages include English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for 24 months. National Professional Officers must be nationals of the country of employment and perform work at a professional level. Appointment is contingent upon medical fitness certification, residency verification, and necessary government authorizations.
