Job Overview: The Senior Security Guard position is crucial for the day-to-day security operations at the OSCE premises in Bishkek. This role involves coordinating front-desk security operations and providing both technical and administrative support to ensure the physical safety of the premises. The Senior Security Guard is responsible for the optimal functioning of all physical security systems and equipment, contributing to emergency preparedness, and supporting the implementation of internal security policies and procedures. The incumbent will work closely with the National Security Officer and will be expected to maintain access control systems, manage security duty rosters, supervise security guards, and ensure compliance with established security protocols. The role requires a proactive approach to security management, including conducting regular patrols, responding to incidents, and ensuring that all security measures are effectively implemented.
Duties and Responsibilities: The Senior Security Guard will have a comprehensive set of responsibilities, including but not limited to: conducting regular patrols of the premises to identify and report suspicious activities or security breaches; performing fire and safety inspections; maintaining and testing emergency systems; reporting maintenance issues to the building management; ensuring staff are familiar with safety protocols; responding to incidents; supervising the main entry point and managing access control; monitoring CCTV and alarm systems; coordinating security guard duties; preparing duty schedules; printing identity cards and driving permits; assisting in emergency drills; liaising with local law enforcement during emergencies; maintaining situational awareness of local security developments; preparing security reports; and participating in security assessments to identify vulnerabilities and propose mitigation measures.
Required Qualifications: Candidates must have completed secondary education, supplemented by specialized training in police or security services. A minimum of three years of relevant working experience is required, which can be reduced to two years with a first-level university degree or one year with a second-level university degree. Candidates should possess good physical condition, knowledge of security rules and regulations, and the ability to operate communication and emergency equipment. Proficiency in Microsoft Office applications is necessary, along with the ability to work collaboratively in a diverse team environment. Candidates must demonstrate gender awareness and sensitivity, with the ability to integrate a gender perspective into daily tasks. Excellent oral and written communication skills in local languages (Russian/Kyrgyz) and a working knowledge of English are also required.
Educational Background: The educational background required for this position includes a completed secondary education. Specialized training in police or security services is highly desirable, as it provides the necessary foundation for understanding security protocols and emergency response procedures. Candidates with higher education degrees may have an advantage in the selection process, particularly those with degrees related to security, law enforcement, or public safety.

Additional Notes: This position is a full-time contracted role under a local contract with a general services job level (G3). The monthly remuneration is set at 672.08 Euro, subject to social security deductions. The OSCE provides social benefits, including participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
