Job Overview: The Reintegration Assistants - Administrative and Finance support position is crucial for the effective functioning of the Assisted Voluntary Return and Reintegration (AVRR) teams based in Yaoundé and Douala. The role involves providing essential administrative and financial support to the AVRR Unit, particularly for the Migrant Protection, Return and Reintegration Program for Sub-Saharan Africa (MPRR-SSA). The successful candidate will be responsible for ensuring the timely implementation of cash and in-kind reintegration assistance, managing beneficiary reintegration grants, and maintaining compliance with IOM’s standards and donor requirements. The position requires a proactive approach to managing financial transactions and administrative tasks, as well as the ability to work collaboratively with various stakeholders to facilitate the reintegration process for returning migrants.
Duties and Responsibilities: The Reintegration Assistants will have a diverse set of responsibilities, including:
Providing day-to-day financial and administrative support to the AVRR Unit, ensuring timely implementation of reintegration assistance.
Managing beneficiary reintegration grants in compliance with IOM standards and donor requirements.
Developing, maintaining, and regularly updating databases and records of all reintegration cases and supporting documents.
Ensuring the validity and completeness of reintegration case files for payment approvals and creating invoice submissions in the WAVE system (Oracle Application).
Coordinating with the Finance Unit for timely processing of reintegration payment requests and remittance of funds to migrants’ accounts.
Creating and maintaining a tracking system for individual reintegration payments and providing status updates to staff members.
Identifying and bringing to the attention of supervisors any relevant financial and administrative issues.
Performing other duties as assigned by supervisors to support the AVRR team effectively.
Required Qualifications: Candidates must possess a Bachelor’s degree in Accountancy, Business Administration, Commerce/Finance, or a related field. Knowledge of migration issues, reintegration processes, or humanitarian principles is considered an advantage. Additionally, candidates should demonstrate proficiency in financial transactions, payment processing, and database management, with a strong attention to detail and organizational skills. The ability to work in a multi-cultural setting and previous experience with international humanitarian organizations or NGOs will be beneficial.
Educational Background: A Bachelor’s degree in a relevant field such as Accountancy, Business Administration, Commerce, or Finance is required for this position. Candidates should have graduated from accredited universities recognized in the UNESCO World Higher Education Database. Additional training or certifications related to financial management or administrative support may enhance a candidate's profile.
Experience: A minimum of 2 years of experience in administrative and financial support roles is required, preferably within international organizations or NGOs. Candidates should have proven experience in managing financial transactions, processing payments, and maintaining databases. Previous exposure to projects involving grants or reintegration assistance is highly desirable, along with a demonstrated ability to organize paperwork methodically and maintain confidentiality.
Languages: Fluency in both French and English is required for this position, encompassing both oral and written communication skills. IOM’s official languages include English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Cameroon will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and government authorizations where applicable.
