Job Overview: The position of Assistant(e) Réintégration is crucial in the context of complex migration dynamics in Cameroon. The role involves supporting the Government of Cameroon in implementing initiatives aimed at assisting returning migrants, internally displaced persons, and affected communities. The Assistant will play a key role in the Regional Protection, Return, and Reintegration Program (MPRR), which is funded by the European Union and aims to support vulnerable migrants in Sub-Saharan Africa. This includes providing protection assistance along migration routes, facilitating voluntary return, and supporting reintegration in home countries. The Assistant will be responsible for ensuring the effective implementation of assisted voluntary return operations for Sub-Saharan migrants stranded in Cameroon, as well as welcoming and orienting Cameroonian migrants repatriated or expelled to Cameroon. The position requires coordination with various stakeholders, including government authorities and partner organizations, to ensure a smooth and orderly reception process for returning migrants.
Duties and Responsibilities: The Assistant(e) Réintégration will have a comprehensive set of responsibilities, including:
Supporting the reception of migrants at the airport, including identity verification and coordination of arrival procedures.
Assisting in coordination with relevant Cameroonian authorities (such as MINREX, DGRE, DGSN, and Aéroports du Cameroun) to ensure an orderly reception and care in accordance with established protocols.
Helping prepare and verify arrival lists prior to each flight in coordination with partner IOM missions.
Facilitating liaison with IOM missions in countries of origin to identify eligible migrants for voluntary return and ensuring follow-up on their cases.
Supporting the preparation of pre-departure briefings and communication with authorities and partners in host countries.
Assisting in coordinating escort services and special assistance, including transport, travel documents, and distribution of travel kits.
Supporting the identification of vulnerable profiles upon arrival and participating in the distribution of emergency kits.
Conducting protection interviews with vulnerable migrants for referral to appropriate services.
Facilitating cross-validation of manifests and flight authorizations in collaboration with operational teams and relevant authorities. 1
Supporting the preparation of required administrative documents before each departure and ensuring timely transmission. 1
Facilitating coordination with embassies and diplomatic representations for obtaining necessary travel documents. 1
Supporting documentation and reporting of arrival and assistance activities, including incident tracking and database updates.
Required Qualifications: Candidates must possess a minimum of a Bachelor's degree in social sciences (psychology, sociology, education science) or a related field. They should have at least three years of experience in operational themes related to migration or assistance to vulnerable populations, particularly in the protection sector. Candidates should demonstrate good knowledge and experience in assisting and protecting vulnerable populations. Proficiency in French is essential, while knowledge of English is considered an asset. Additionally, candidates should have experience in humanitarian work with UN agencies or NGOs, including field operations with displaced populations. Familiarity with Microsoft Office tools is also required.
Educational Background: The educational background required for this position includes a university degree (minimum Bachelor's level) in social sciences such as psychology, sociology, or education science, or a related field. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized institutions.
Experience: Candidates should have a minimum of three years of operational experience related to migration or assistance to vulnerable individuals, particularly in the protection sector. Experience in humanitarian work with UN agencies or NGOs is highly desirable, especially if it includes field operations with displaced populations. Candidates should also have a solid understanding of the challenges faced by vulnerable populations and experience in using computer tools, particularly Microsoft Office applications.
Languages: Fluency in both English and French is mandatory for this position. IOM's official languages are English, French, and Spanish, and proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. Knowledge of additional languages may be considered an asset, enhancing the candidate's ability to communicate effectively with diverse populations.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Cameroon will be eligible for consideration.
