The OSCE has 57 participating States and operates in various countries, focusing on a comprehensive approach to security that includes politico-military, economic, environmental, and human aspects. The OSCE Secretariat, located in Vienna, provides operational and administrative support to field operations and other institutions, ensuring that all participating States enjoy equal status and that decisions are made by consensus. The Department of Management and Finance (DMF) manages the material and financial resources of the organization, aiming to provide efficient management of non-staff resources in support of OSCE programmatic activities. The Information and Communications Technology Services (ICTS) Section is responsible for delivering ICT support to the OSCE's core business, including the management and maintenance of ICT projects and infrastructure.

Job Overview:
As a Senior ERP Applications Assistant (Developer) within the ICTS Functional Support Unit (FSU), you will play a crucial role in delivering enterprise resource planning (ERP) applications and services to all OSCE personnel across various field missions and institutions. Reporting to the Chief ICT, Functional Support, you will be responsible for designing, developing, and maintaining ERP applications using technologies such as Oracle Forms, Reports, and PL/SQL. Your work will ensure that the solutions developed meet performance, usability, and security requirements. You will translate business and functional specifications into scalable technical solutions, assist in integrating legacy systems with Oracle Cloud applications, and prepare system documentation and user guides. Additionally, you will provide second- and third-level support, collaborate with business analysts and functional leads, and share your technical knowledge with junior developers. This position requires a proactive approach to project planning and review activities, as well as the ability to work independently in a fast-paced, multicultural environment.

Duties and Responsibilities:
  • Contribute to the design, development, and maintenance of ERP applications using Oracle Forms, Reports, PL/SQL, and other technologies in both on-premises and cloud environments.
  • Ensure developed solutions align with performance, usability, and security requirements.
  • Translate business and functional specifications into scalable technical solutions using Oracle EBS and Fusion Cloud modules (Financials, HCM, SCM), Workflows, APIs, and BI Publisher.
  • Assist in integrating legacy systems with Oracle Cloud applications through Oracle Integration Cloud (OIC) and web services (REST/SOAP).
  • Prepare and maintain system documentation, user guides, and standard operating procedures (SOPs).
  • Provide second- and third-level support and participate in tasks such as annual password rotations for Oracle schemas.
  • Work closely with business analysts, functional leads, and ICT colleagues to support application delivery.
  • Share technical knowledge and support junior developers.
  • Actively participate in project planning and review activities. 1

Required Qualifications:
  • Completed secondary education, supplemented by specialized training or formal studies in computer science.
  • A first-level university degree in Computer Science, Information Systems, Software Engineering, or a related field is desirable.
  • Relevant certifications (e.g., PRINCE2, Oracle Certified Professional, Oracle Cloud Infrastructure, Agile/Scrum, ITIL) are desirable.
  • A minimum of seven (7) years of progressively responsible experience in ERP system development, including demonstrated experience with Oracle Forms and Reports (11g/12c), Oracle E-Business Suite (R12) and/or Oracle Fusion Cloud Applications, and PL/SQL and Oracle database technologies.
  • Experience in integration development using REST/SOAP APIs and Oracle Integration Cloud (OIC), including cloud-based integrations and workflow configuration.
  • Hands-on experience with BI reporting tools and familiarity with Oracle APEX.
  • Strong understanding of integration and modernization concepts, with working knowledge of DevOps tools, version control systems, and ticketing platforms.
  • Familiarity with project management methodologies.
  • Strong interpersonal and communication skills, with the ability to explain technical concepts to non-technical stakeholders. 1

  • Experience in international or public sector settings is desirable.

Educational Background:
  • Completed secondary education with specialized training or formal studies in computer science.
  • A first-level university degree in Computer Science, Information Systems, Software Engineering, or a related field is desirable.
  • Relevant certifications such as PRINCE2, Oracle Certified Professional, Oracle Cloud Infrastructure, Agile/Scrum, and ITIL are considered beneficial.

Experience:
A minimum of seven (7) years of progressively responsible experience in ERP system development is required. This experience should include demonstrated proficiency with Oracle Forms and Reports, Oracle E-Business Suite, and Oracle Fusion Cloud Applications. Experience in integration development using REST/SOAP APIs and Oracle Integration Cloud is also necessary, along with hands-on experience with BI reporting tools and familiarity with Oracle APEX. Candidates with a university degree in a relevant field may substitute up to two years of working experience to determine eligibility.

Languages:
The mandatory language for this position is English, with excellent oral and written communication skills required. While not mandatory, proficiency in additional languages may be considered an asset, particularly those relevant to the OSCE's operational regions.

Additional Notes:
The position is a full-time contracted role at the OSCE Secretariat in Vienna, with a monthly remuneration of approximately EUR 6,260, subject to social security deductions. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of starting at Step 3 in exceptional cases based on relevant experience or previous remuneration.
