Job Overview:
The Consultant position at the OSCE is designed to support the implementation of a significant project focused on advancing transboundary cooperation and integrated water resources management in the Dniester River Basin. This role involves providing expert project management, scientific, engineering, analytical, technical, and policy support in various specialized areas related to water resources and environmental management. The consultant will work closely with stakeholders from Moldova and Ukraine, contributing to the development and execution of strategies aimed at sustainable development and ecological conservation in the Dniester River Basin. The position requires a deep understanding of the complexities surrounding water resource management, law" style="border-bottom: 1px dotted #007bff !important;">environmental law, and the socio-political dynamics of the region. The consultant will be expected to engage in professional meetings, contribute to project events, and provide substantive input on relevant topics, thereby playing a crucial role in the success of the project.

Duties and Responsibilities:
The consultant will be responsible for a wide range of tasks, including but not limited to: providing project management expertise in the areas of GEF/UNDP project implementation; conducting scientific and technical analyses related to water resources and environmental management; developing and implementing river basin management plans; engaging in stakeholder consultations and public awareness initiatives; supporting the regulatory framework and national capacities for implementing the Strategic Action Programme; conducting research and development activities relevant to the project components; and ensuring effective communication and outreach strategies are in place. The consultant will also be involved in data analysis and management, GIS platform development, and capacity building for institutions and stakeholders. Additionally, the consultant will assist in national coordination efforts, ensuring alignment with other basin initiatives and supporting monitoring and reporting on national developments in water and environmental management.

Required Qualifications:
Candidates must possess a first-level or second-level (MSc) university degree in relevant fields such as life sciences, environmental sciences, social and political sciences, or interdisciplinary and applied disciplines. A doctorate degree is not mandatory but will be considered an asset. Applicants should have a minimum of 2 years of relevant experience in public and private sectors or academia, particularly in areas related to water resources management, environmental protection, and project management. Technical skills in modelling, data analysis, and research design are essential, along with a strong understanding of the environmental and socio-political challenges in the Dniester River Basin. Experience with GEF/UNDP projects, particularly in water-related initiatives, is highly desirable.

Educational Background:
The educational background required for this position includes a bachelor's degree as a minimum, with a preference for candidates holding a master's degree in relevant fields such as environmental science, life sciences, social sciences, or related disciplines. The OSCE values advanced academic qualifications, and while a doctorate is not essential, it is viewed favorably. The educational qualifications should align with the technical and analytical demands of the role, ensuring that the consultant can effectively contribute to the project's objectives.

Experience:
The position requires candidates to have at least 2 years of relevant experience in fields related to environmental management, water resources, or project management. Experience working with international or intergovernmental organizations, particularly in the context of environmental projects, is considered an asset. Candidates should demonstrate a solid understanding of the challenges faced in the Dniester River Basin and possess the ability to engage with various stakeholders effectively. Languages:
Professional fluency in at least one of the following languages is required: English, Romanian, or Ukrainian.
