In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:

> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The consultancy aims to provide specialized and high-quality technical and advisory support to the UN Women Bangladesh Country Office (BCO) Ending Violence Against Women (EVAW) team. The consultant will develop programming and policy guidelines, prevention and response models, and tools for implementation, as well as support resource mobilization and evidence generation through research. The consultant will work on specific assignments based on their expertise, contributing to the Ending Sexual and Gender-Based Violence in Public Spaces (ESGBV) project and the broader EVAW portfolio. The consultancy is home-based, with potential travel for work-related purposes, and operates on an 'on-call' basis, meaning there is no guarantee of work during the contract period.
Duties and Responsibilities:
Conduct policy and legal analysis of Bangladesh's laws related to gender-based violence (GBV) from a gender and intersectional perspective.
Provide technical support for the formulation and revision of the National Action Plan to Prevent Violence Against Women and Girls (NAPVAWG).
Develop costing tools for prevention and response approaches, including gender-responsive budgeting.
Provide specialized technical support for prevention and response interventions, including creating project materials and guidance documents.
Conduct qualitative and quantitative research to inform GBV prevention and response programming, including baseline, midline, and endline research.
Develop a toolkit for capacity development of program partners on VAW prevention and response programming.
Assist in resource mobilization by developing project concept notes and proposals, including results frameworks and budgeting.
Conduct capacity development sessions with program partners, especially government and non-government entities, on VAW prevention and response tools.
Required Qualifications:
Education: Advanced degree (at least master's) in international development, gender studies, human rights, social science, anthropology, law, economics, or related fields. A PhD is a plus for senior-level positions.
Knowledge of gender and VAW: Senior level requires a minimum of 10 years of extensive experience in gender and VAW at national and international levels; mid-level requires 7 years; junior level requires 5 years.
Technical Expertise: Applicants must specify areas of expertise and levels (Senior/Mid-Level/Junior) in their application. Experience in policy analysis, prevention and response programming, evidence generation through research, capacity development, and resource mobilization is required, with varying years of experience based on the level of application.
Educational Background: Candidates must possess an advanced degree (at least a master's degree) in relevant fields such as international development, gender studies, human rights, social science, anthropology, law, or economics. A PhD is advantageous for senior-level positions. The educational background should align with the technical expertise required for the consultancy.
Experience: The level of experience required varies by position level: Senior level requires a minimum of 10 years of extensive experience in gender and VAW; mid-level requires 7 years; and junior level requires 5 years. The consultancy is home-based, with potential travel related to the scope of work, which will be compensated separately according to UN Women’s travel policy. The consultant's performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of services delivered. Payments will be based on the completion of assignments rather than the number of days worked, and the consultant will be engaged under a retainer contract that allows for direct engagement based on need and availability.
