Job Overview: The Project Manager will play a crucial role in leading the management of the Circularity Portfolio projects, specifically the National Plastic Action Partnership (NPAP) and the Bangladesh TCCF Plastics Circularity Project. This position requires strategic oversight in planning, implementation, monitoring, evaluation, and reporting of project activities. The Project Manager will collaborate with various stakeholders, including local government agencies, NGOs, private sector actors, and national partners, to ensure timely achievement of project outputs and outcomes. The role also involves contributing to the broader goals of transitioning to a circular economy, reducing plastics pollution, and promoting inclusive market development. The Project Manager will oversee NPAP activities, ensuring alignment between local actions and national policy objectives, and will lead the implementation of the TCCF project in multiple cities, providing operational oversight and coordination.
Duties and Responsibilities: The Project Manager will be responsible for the following key duties:
Coordination and implementation of the NPAP Bangladesh initiative, including management of the NPAP Secretariat, staff supervision, and operational support.
Collaboration with the GPAP Secretariat, NPAP Chair, and Ministry focal points to ensure effective project execution.
Development of a landscape analysis of the plastics ecosystem in Bangladesh and support for the creation of a Gender Equality and Social Inclusion Strategy.
Result-based project management, including planning, implementation, monitoring, and evaluation of project activities across cities.
Financial management of projects, ensuring accountability and achievement of programmatic and financial targets.
Supervision of the project team, ensuring clear roles and performance targets.
Coordination of services from national and international experts and vendors.
Organization of trainings, workshops, and meetings to facilitate stakeholder engagement.
Evidence-based advocacy and support for policy reforms, including the consolidation of project outputs into reports and policy briefs. 1
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in relevant fields such as Social Sciences, Environmental Studies, Urban Planning, Business Administration, Public Administration, Development Studies, Economics, or Political Science. Alternatively, a first-level university degree (bachelor’s degree) in these fields combined with two additional years of qualifying experience will be considered. The role requires demonstrated experience and knowledge of plastic pollution challenges, value chains, and circular economy principles, along with excellent oral and written communication skills for effective collaboration with diverse stakeholders. Proficiency in office software and web-based management systems is essential for documentation and reporting.
Educational Background: The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in relevant disciplines such as Social Sciences, Environmental Studies, Urban Planning, Business Administration, Public Administration, Development Studies, Economics, or Political Science. A bachelor’s degree in engineering or a related field is also acceptable if combined with relevant experience. Candidates with a first-level university degree (bachelor’s degree) in the aforementioned fields, along with two years of qualifying experience, will also be considered.
Experience: The position requires a minimum of two years of relevant hands-on experience in project planning, design, implementation, monitoring, and evaluation for candidates with a master’s degree. For those with a bachelor’s degree, a minimum of four years of relevant experience is required. Candidates should have a proven track record in addressing plastic pollution challenges and experience in managing public-private partnerships, stakeholder coordination, and results-based reporting.
Languages: Fluency in English and Bangla is mandatory for this position. Strong writing skills in Bangla, particularly for drafting or reviewing policy and programmatic documents, are highly desirable. Proficiency in English is essential for effective communication and collaboration with international stakeholders.
