Job Overview:
The Head of Support position at NRC in Bangladesh is a strategic leadership role that involves overseeing and ensuring the efficiency and quality of support functions within the organization. The role requires a seasoned leader who can develop and integrate strategies that align with NRC's mission and objectives. The Head of Support will be responsible for providing operational support coordination, ensuring that all support functions are aligned with program plans and proposal development. This position also entails managing the master budget and country-level budgets, facilitating business process outsourcing, and developing technical systems and human resource capacity. The role demands compliance with NRC policies and donor requirements, as well as providing guidance and direction to Support Managers. The successful candidate will play a crucial role in enhancing the effectiveness of NRC's interventions in Bangladesh, particularly in the context of the ongoing Rohingya refugee response and the challenges posed by climate change.

Duties and Responsibilities:
  • Provide strategic input into the development of the country strategy and action plan.
  • Coordinate operational support to ensure alignment with program plans and proposal development.
  • Ensure quality and timely support for project implementation.
  • Manage the master budget and country-level budgets effectively.
  • Facilitate business process outsourcing and development.
  • Develop country structures, technical systems, and human resource capacity.
  • Create standard operating procedures, guidelines, and tools to enhance operational efficiency.
  • Ensure compliance with NRC policies, guidance, handbooks, and donor/auditor requirements.
  • Provide line management, guidance, and direction for Support Managers. 1
  • Foster collaboration and constructive relationships with external stakeholders and partners.

Required Qualifications:
Candidates must possess senior management experience in a humanitarian or recovery context, demonstrating expertise in resource and cost allocation. Knowledge of market analysis and cash-based interventions is essential, along with familiarity with finance routines, logistics, procurement, and human resources in a humanitarian setting. Experience in complex and volatile contexts is required, and exposure to the Rohingya refugee response will be considered an added advantage. Strong interpersonal skills and the ability to build constructive relationships with various stakeholders are crucial for success in this role.

Educational Background:
A relevant degree in management, humanitarian studies, social sciences, or a related field is required. Advanced degrees or specialized training in humanitarian response, project management, or related areas will be considered an asset.

Experience:
Candidates should have a proven track record of senior management experience, ideally in humanitarian or recovery contexts. Experience in managing complex projects and leading teams in challenging environments is essential. Familiarity with the specific challenges faced in Bangladesh, particularly regarding the Rohingya crisis and climate change impacts, will be beneficial.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Proficiency in Bengali or other local languages will be considered an advantage, as it can enhance communication with local stakeholders and communities.

Additional Notes:
This position is based in Dhaka, Bangladesh, with a contract duration of 24 months, subject to extension based on organizational needs and funding availability. The role may require approximately 25% travel within the country. The position is classified as Grade 11 in NRC’s International Salary Scale, which includes a competitive compensation and benefits package.
