Job Overview:
The Project Associate (ICT & Admin) will play a crucial role within UNDP Bangladesh’s Democratic Governance and Institutional Programming (DGIP) framework, specifically under the Government of Bangladesh (GoB) funded Livelihoods Support for Urban Poor Communities (LIUPCP) initiative. This position is based in Dhaka and may involve field visits. The Project Associate will provide technical leadership in ICT systems, infrastructure, and digital solutions, ensuring reliable ICT support across project operations. The role is vital for enhancing coordination with UNDP headquarters, government counterparts, and city-level partners. The Project Associate will also be responsible for implementing ICT strategies, managing network administration, and ensuring the effective use of digital tools to facilitate project objectives. The position requires problem-solving skills to address challenges related to limited ICT capacity in municipal institutions and adapting global systems to local contexts. The Project Associate will also focus on knowledge sharing and capacity building within the organization.

Duties and Responsibilities:
The Project Associate (ICT & Admin) will be responsible for implementing ICT strategies and introducing new technologies, ensuring adherence to corporate information management and technology standards. Key responsibilities include drafting internal policies on ICT use, developing and updating the ICT plan, and supporting the use of ERP functionality for improved business results. The role also involves efficient network administration, including troubleshooting network problems, maintaining up-to-date information for network clients, and implementing backup and restoration procedures. Administrative support is another critical aspect, which includes assisting in the procurement of new equipment, maintaining an inventory of software and hardware, and providing support for organizing workshops and training programs. The Project Associate will also facilitate knowledge building and sharing within the organization by identifying and promoting systems for optimal content management and recommending training for staff on ICT issues.

Required Qualifications:
The position requires secondary education as a minimum, with a university degree in Computer Science, Electrical and Electronic Engineering, Telecommunications, or related fields being advantageous. Candidates should have a minimum of 6 years of relevant ICT experience with secondary education or 3 years with a bachelor’s degree. Relevant work experience with international development organizations and government entities is essential, particularly in network administration, web management, and hardware/software management. Proficiency in Office 360, Zoom, and Microsoft Teams is required, along with experience in ensuring IT and administrative support to project staff. Desired skills include administrative support experience, human resources, and procurement operations, as well as familiarity with public procurement rules and regulations.

Educational Background:
Candidates must have completed secondary education, with a university degree in a relevant field such as Computer Science, Electrical and Electronic Engineering, or Telecommunications being preferred. While a degree is not mandatory, it is considered an asset that may enhance a candidate's application.

Experience:
The role requires a minimum of 6 years of relevant ICT experience for candidates with secondary education or 3 years for those with a bachelor’s degree. This experience should include network administration, management of hardware/software, telecommunications equipment, and database management. Proven experience in providing IT support services, including hardware and infrastructure maintenance, application support, and web design, is also essential. Experience working with international development organizations or NGOs is preferred.

Languages:
Fluency in both Bangla and English is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
