Job Overview: The Associate Director, Finance and Operations will play a crucial role in providing strategic leadership and oversight for all financial, administrative, operational, and compliance functions of the EpiC Bangladesh project, which is funded by the US Department of State. This position is responsible for ensuring strong financial stewardship and effective operational systems while adhering to USG regulations, FHI 360 policies, and local laws. The Associate Director will guide resource planning, procurement, subaward management, and risk mitigation strategies to enable efficient project implementation and sustainable impact across various technical areas, including global health security, maternal and child health, nutrition, and outbreak preparedness. This role requires a proactive approach to financial management and operational excellence, ensuring that the project meets its goals and objectives effectively.
Duties and Responsibilities: The Associate Director will be responsible for a wide range of duties including: providing strategic leadership for financial planning, budgeting, forecasting, and expenditure management; overseeing the preparation and submission of financial reports; leading the review and validation of financial transactions; monitoring financial performance and advising on budget realignments; ensuring compliance with accounting principles and regulations; conducting internal audits; mentoring finance team members; overseeing subaward and service contract management; leading procurement planning and vendor selection; ensuring compliance with procurement standards; managing office operations and IT support; facilitating audits; and identifying and mitigating financial and operational risks. The role also involves capacity building for finance and operations staff and fostering a culture of compliance and continuous improvement.
Required Qualifications: Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Economics, or a related field. Professional certifications such as CPA, ACCA, CMA, or CA are highly desirable. Additional training or certification in financial management, donor compliance, or project management is considered an asset. Candidates should have a solid understanding of USG regulations and demonstrated experience managing multi-million-dollar budgets and subawards. Strong background in procurement, compliance, and risk management is essential, along with proven experience in team supervision and organizational capacity development. High proficiency in financial software is required, along with strong interpersonal, communication, and problem-solving skills.
Educational Background: A Master’s degree in Finance, Accounting, Business Administration, Economics, or a related field is required for this position. Professional certifications such as CPA, ACCA, CMA, or CA are highly desirable, and additional training or certification in financial management, donor compliance, or project management is considered beneficial for candidates.
Experience: The position requires a minimum of 10–12 years of relevant experience in financial and operations management, particularly within international development projects, preferably those funded by the US Department of State. Candidates should have a solid understanding of USG regulations and demonstrated experience managing substantial budgets and subawards, along with a strong background in procurement, compliance, and risk management.
Languages: Fluency in English and Bangla, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position is contingent upon funding from the Department of State (DOS). The role may involve occasional travel to field implementation areas as needed.
