In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The International Consultant - Programme Management Support will play a crucial role in enhancing the Bangladesh Country Office's (BCO) capacity to produce high-quality reports and technical documents. This position requires a strong understanding of results-based management (RBM) principles to ensure effective planning, monitoring, and reporting of program results. The consultant will work under the direct supervision of the Deputy Country Representative and will be responsible for providing technical support for internal and external reporting, strengthening internal capacity on RBM principles, and preparing technical documents to support program formulation, implementation, and review. The consultant's work will directly contribute to UN Women's mission of advancing gender equality and women's empowerment in Bangladesh.

Duties and Responsibilities:
The consultant will be responsible for several key duties, including:
  • Supporting the capacity development of BCO personnel on program monitoring and reporting using a human rights-based approach (HRBA) lens in RBM through training and one-on-one support.
  • Assisting in the preparation and editorial review of internal and external reports, ensuring they align with UN Women reporting guidance and principles.
  • Strengthening analysis in reporting and ensuring appropriate language is used according to the UN Editorial Manual.
  • Providing technical support for the review of project proposals, concept notes, and other technical documents in line with UN Women policies.
  • Supporting Planning, Monitoring and Reporting focal points on relevant issues, including tools development and analysis.
  • Delivering high-quality edited reports and technical documents, conducting training sessions, and preparing capacity assessment reports as required.

Required Qualifications:
The position requires a Master's degree in international development, gender/women's studies, economics, political science, or other social sciences with a focus on gender and women's rights. Candidates must have a minimum of 7 years of relevant work experience in project design, monitoring, and reporting using RBM. Proven expertise in gender equality and women's empowerment, as well as experience with UN Women or similar organizations, is preferred. Candidates should demonstrate strong skills in policy analysis, development work, and results-based management, along with excellent written and spoken English proficiency.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as international development, gender/women's studies, economics, political science, or other social sciences with a focus on gender and women's rights. This educational background is essential for understanding the complexities of gender issues and the frameworks necessary for effective program management and reporting.

Experience:
A minimum of 7 years of relevant work experience is required, particularly in project design, monitoring, and reporting using results-based management principles. Candidates should have a proven track record in gender equality and women's empowerment, with experience in policy analysis and development work. Previous experience with UN Women or similar organizations is highly desirable, as is experience working with government, donors, and other UN agencies.

Languages:
Excellent command of written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, but English is the primary language required for communication and reporting purposes.

Additional Notes:
The consultant will work on a home-based basis with the possibility of travel to Dhaka, Bangladesh, if required. The engagement will be on a retainer basis for a period of three years, with the potential for extension. Travel expenses will be covered by UN Women, and the consultant will receive a per-diem not exceeding the United Nations Daily Subsistence Allowance rate. Payment will be based on actual needs or the number of days worked, contingent upon the submission of deliverables and acceptance by the contract supervisor.
