Job Overview:
The Displacement Tracking Matrix (DTM) Database and Information Management Officer will play a crucial role in supporting the IOM's DTM programming by providing essential information management and database support. This position involves the development, implementation, and administration of database systems, as well as data analysis and reporting. The successful candidate will be responsible for ensuring data quality and protection in accordance with IOM standards and operational needs. A significant aspect of this role includes supporting the Afghanistan Central Database Management System (ACDMS), ensuring data integration and harmonization across all mission programs. The officer will also coordinate the design and revision of data collection tools and methodologies, perform data cleaning and validation, and provide technical expertise for survey design and data collection planning. This position requires a proactive approach to troubleshooting database applications and ensuring data integrity and availability, as well as providing training and technical assistance to staff and partners.

Duties and Responsibilities:
  • Provide information management and database support to DTM programming, including the development and administration of database systems.
  • Support the implementation and ongoing use of the Afghanistan Central Database Management System (ACDMS).
  • Coordinate the design and revision of data collection tools and survey methodologies for DTM operations.
  • Perform data cleaning, validation, and analysis of data collected by DTM teams.
  • Establish data quality checks and support the automation and timely release of analysis, visualizations, and reports.
  • Provide technical expertise for survey design, assessment preparation, and data collection planning and monitoring.
  • Ensure proper backup, restore, data validation, and security" style="border-bottom: 1px dotted #007bff !important;">security procedures to guarantee data integrity and availability.
  • Troubleshoot and resolve issues related to database applications and software.
  • Provide training and technical assistance to staff and partners on database and information management systems. 1
  • Contribute to the implementation of the Centralized Database System (ACDMS) for the Afghanistan Mission. 1
  • Actively participate in consultations with IM focal points and program managers to map existing data practices and identify operational requirements. 1
  • Coordinate the development of dashboards, reporting modules, and interactive geographic maps tailored to program and donor needs. 1
  • Perform other duties as assigned.

Required Qualifications:
  • Master’s degree in Information Management, Information Systems, Computer Science, Demography, Geography, or a related field with two years of relevant professional experience; or a University degree in the above fields with four years of relevant professional experience.
  • Relevant working experience in database development and maintenance, preferably with MS SQL Server, data analysis, and information management in humanitarian or migration contexts.
  • Experience with geospatial software (ArcGIS, MapInfo, or open source), data visualization, and reporting tools (Power BI, Adobe CC Suite) is highly desirable.
  • Familiarity with IOM migrants’ registration methods and software is an advantage.
  • Operational and field experience in migration, refugee, or displaced persons programming is an asset.
  • Proven knowledge of statistical and data management software (e.g., STATA, SPSS, ODK/Kobo).
  • Strong analytical, technical, and problem-solving skills in data science and information management.

Educational Background:
The position requires a Master’s degree in Information Management, Information Systems, Computer Science, Demography, Geography, or a related field. Alternatively, a University degree in the aforementioned fields is acceptable if accompanied by four years of relevant professional experience. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage databases and information systems within the context of migration and humanitarian assistance.

Experience:
Candidates should have a minimum of two years of relevant professional experience if they hold a Master’s degree, or four years if they possess a University degree. This experience should include working in database development and maintenance, data analysis, and information management specifically in humanitarian or migration contexts. Familiarity with geospatial software and data visualization tools is also highly beneficial, as is operational experience in migration or refugee programming.

Languages:
Fluency in English is required for this position, both oral and written. Additionally, working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish, or French) and/or local languages such as Dari and Pashto is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is classified as a Special Short Term Graded contract, with an initial duration of six months and the possibility of extension. The role is categorized as a professional vacancy, and candidates are expected to be mobile as part of the internationally recruited professional staff. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements.
