Job Overview: The Project Officer position is a pivotal role within UNESCO, specifically focused on leading a project aimed at economic empowerment through community-based skills development and literacy training in Afghanistan. This project is funded by the European Union and targets illiterate youth and adults, particularly girls and women aged 15 to 4
The Project Officer will be responsible for the overall management of the project, which includes planning, implementation, monitoring and evaluation, and reporting. The role requires a strong commitment to enhancing the livelihoods of participants through integrated literacy training and skills development, while also addressing the psychosocial needs of learners. The Project Officer will work closely with various stakeholders to ensure the project meets its objectives and aligns with both EU guidelines and UNESCO's regulations.
Duties and Responsibilities: The Project Officer will undertake a comprehensive set of responsibilities, including:
Project Implementation: Develop and execute a detailed work plan to ensure timely implementation of project activities in accordance with the project document and budget. Manage the project in compliance with EU guidelines and UNESCO's financial regulations, serving as the budget holder. Conduct regular budget variance analyses and adjust project timelines as necessary.
Project Monitoring, Evaluation & Reporting: Lead the development and execution of the project's Monitoring and Evaluation Plan, including log frames and Indicator Progress Tracking Tables. Monitor financial utilization and prepare periodic narrative and financial reports as per EU requirements.
Technical Assistance and Policy Advice: Provide technical input and policy advice related to non-formal skills development, literacy, parenting education, and psychosocial support. Stay informed about best practices in skills development and literacy in Afghanistan.
Project Staff Recruitment and Management: Prepare Terms of Reference for project staff and ensure compliance with UNESCO HR policies. Provide guidance and capacity development support to enhance staff performance.
Knowledge Management and Visibility: Organize knowledge-sharing events and develop a visibility and communication plan for the project. Prepare success stories and impact reports.
Coordination and Partnership: Coordinate with internal teams, external partners, donors, and stakeholders to maximize project impact and ensure effective collaboration.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in education, social sciences, development studies, or a related field. Additionally, they should have at least 4 years of relevant work experience in education and related fields, with a minimum of 2 years at the international level. A deep understanding of education development, particularly in non-formal TVET and literacy, is essential. Candidates should demonstrate excellent project management skills, including results-based management, financial management, and monitoring and evaluation. Strong analytical and problem-solving skills, as well as the ability to work under pressure and manage heavy workloads, are also required.
Educational Background: The educational background required for this position includes an advanced university degree, such as a Master’s degree or its equivalent, in fields related to education, social sciences, or development studies. This advanced education is crucial for understanding the complexities of educational development and the specific challenges faced in the context of Afghanistan.
Experience: The position requires a minimum of 4 years of relevant work experience, with at least 2 years acquired at the international level. Candidates should have a solid understanding of education development work, particularly in non-formal technical and vocational education and training (TVET) and literacy initiatives. Experience in crisis-affected contexts is highly desirable, as it equips candidates with the necessary skills to navigate the challenges of implementing educational programs in such environments.
Languages: Candidates must have an excellent command of English, both written and spoken, as this is essential for communication and reporting within the organization and with external stakeholders. Additionally, knowledge of another UN language is considered a desirable qualification, as it can enhance collaboration with diverse teams and international partners.
Additional Notes: The position is a project appointment with a duration of 1 year, which may be extended subject to the availability of funds and satisfactory performance.
