Job Overview: The MEAL Expert position is crucial for enhancing the Monitoring, Evaluation, Accountability, and Learning (MEAL) capacity within Action contre la Faim. This role is designed to promote sustainable change by developing and implementing strategic frameworks that improve departmental performance. The MEAL Expert will assess current MEAL practices, identify gaps, and facilitate targeted training programs for staff in both capital and field offices. The position requires ensuring robust quality controls for data collection, analysis, and reporting processes, while collaborating closely with program teams to align MEAL practices with the organization's objectives. The role also involves integrating lessons learned into program development and implementation, driving continuous monitoring and evaluation of departmental improvements, and providing support to MEAL technical experts and partners.
Duties and Responsibilities: The MEAL Expert will be responsible for several key missions:
Strengthening MEAL systems and practices within the organization to ensure effective monitoring and evaluation processes.
Enhancing the capacity and capability of MEAL staff through targeted training and development initiatives.
Improving reporting and documentation practices to ensure transparency and accountability in all MEAL activities.
Fostering a culture of learning and knowledge sharing across the organization to promote best practices and continuous improvement.
Reviewing and enhancing accountability standards to ensure that the organization meets its commitments to stakeholders and beneficiaries.
Required Qualifications: Candidates must hold a Master's degree in relevant fields such as Economics, Social Sciences, Demography, Monitoring and Evaluation, Development Studies, Quantitative Methods, Data Science, Public Policy, or Business Administration with a focus on project management. Additionally, candidates should have a minimum of 8 years of professional experience in humanitarian projects, with at least 4 years in a coordination and capacity-building role focused on MEAL. Demonstrated experience in providing strategic support to MEAL teams and consultation for senior management is essential, along with proven leadership qualities and the ability to manage and mentor diverse teams effectively.
Educational Background: A Master's degree in a relevant field is required for this position. This educational background should encompass areas such as Economics, Social Sciences, Demography, Monitoring and Evaluation, Development Studies, Quantitative Methods, Data Science, Public Policy, or Business Administration with a focus on project management. Additional Notes: The employment conditions for this position include a start date of November 17, 2025, and a fixed-term contract lasting 6 months under either French or Afghan labor law. For international candidates, the monthly gross salary ranges from €2597 to €2968, depending on experience, along with a 13th-month salary and various allowances including a monthly per diem and living allowance of $645 net, a country allowance of €450, and child allowance of €1500 per year per child. Transportation and accommodation costs will be covered, and medical coverage includes 100% coverage of health and repatriation insurance fees. Employees are entitled to 25 days of paid leave per year and 20 rest and recuperation days. For national candidates, the salary structure includes a basic salary of 186732 Afn/month, along with various allowances and benefits.
