Job Overview:
The Monitoring and Evaluation (M&E) Specialist will play a crucial role in supporting UN-wide monitoring, evaluation, learning, data analysis, and reporting under the United Nations Sustainable Development Framework for Afghanistan (UNSFA) and the humanitarian-basic human needs coordination architecture. This position focuses on strengthening results frameworks, ensuring data quality, facilitating evidence-based reporting, conducting evaluations, and developing dashboards to support informed decision-making and accountability. The M&E Specialist will work closely with various stakeholders to enhance system-wide data coherence and provide evidence-informed policy advice, ensuring that the UN's engagement in Afghanistan is effective and impactful.

Duties and Responsibilities:
The M&E Specialist will be responsible for coordinating and supporting inter-agency monitoring, evaluation, learning, and reporting efforts. Key responsibilities include:

• Providing technical advice to the Head of the Resident Coordinator’s Office and maintaining a comprehensive, risk-informed, and conflict-sensitive monitoring and reporting system for the UNSFA and its Joint Work Plans.
• Serving as the UN RCO focal point for M&E within the Programme Management Team (PMT) and supporting the development and updating of UNSFA Joint Work Plans, results frameworks, indicators, baselines, and targets.
• Coordinating agency-specific monitoring and reporting capacities and engaging with the Afghanistan Coordination Group (ACG) and other partners to promote coherent approaches and improve evidence utilization.
• Collecting, validating, and analyzing accurate information on implementation progress, results, financing, and geographic coverage.
• Facilitating data collection, analysis, and preparation of periodic and annual collective reports in a unified voice.
• Developing and maintaining accessible dashboards, maps, infographics, and analytical products based on verified data.
• Ensuring compliance with results-based management principles and integrating human rights, gender equality, and conflict sensitivity into monitoring frameworks.
• Supporting independent evaluations and reviews of the UNSFA and other frameworks, including preparation of terms of reference and stakeholder consultations.
• Coordinating with the UNCT on the provision and validation of programmatic and financial data. 1
• Serving as secretariat support to the inter-agency Data Working Group and advancing common data standards and protocols. 1
• Contributing to Common Country Analysis updates and strategic foresight. 1
• Developing training packages and organizing capacity-development activities for UN personnel and partners. 1
• Preparing evidence-based briefing notes and presentations for senior delegations and visitors. 1
• Monitoring follow-up actions from coordination meetings and performing other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in monitoring and evaluation, statistics, economics, social sciences, public policy, development studies, data science, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The role requires strong analytical skills, proficiency in data analysis and visualization, and a solid understanding of monitoring and evaluation principles and practices.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in a relevant field such as monitoring and evaluation, statistics, economics, social sciences, public policy, development studies, or data science is required. A first-level university degree with additional qualifying experience may also be considered.

Experience:
A minimum of five years of progressively responsible professional experience in programme monitoring and evaluation, results-based management, data collection and analysis, strategic planning, or reporting is required. Proven experience in developing results frameworks, indicators, M&E systems, and reporting or data-visualization tools is essential. Experience with UN INFO or comparable results-reporting platforms, data-quality assurance, and analytical methods is desirable. Familiarity with the humanitarian-development-peace nexus and inter-agency coordination is also preferred.

Languages:
Fluency in English is required. Proficiency in additional languages may be considered an asset, depending on the specific needs of the position and the context in which the UN operates.

The position is classified at the mid-level (ICS 10) and is offered under an Individual Contractor Agreement (ICA) with a contract level of IICA
