Job Overview: The Administrative (HR) Assistant will play a crucial role in supporting the Administration Section of the UNESCO Kabul Office. Reporting to the Head of Office and under the supervision of the Senior Operations Officer, the assistant will be responsible for a variety of HR functions. This includes supporting hiring managers in drafting job openings, reviewing applicants to ensure they meet eligibility criteria, and conducting reference checks. The role also involves preparing offers of appointment, coordinating candidate assessments, and maintaining an up-to-date electronic roster of successful applicants. Additionally, the assistant will process monthly payroll, track danger pay, and conduct exit interviews for departing staff. The position requires a proactive approach to HR management and a commitment to maintaining high standards of efficiency and integrity in all HR-related matters.
Duties and Responsibilities:
Support hiring managers in developing and reviewing draft job openings, ensuring alignment with evaluation criteria and job descriptions.
Review applicants to confirm they meet eligibility criteria as stated in job openings.
Initiate and follow up on reference checks, ensuring completion of pre-recruitment formalities.
Prepare offers of appointment and assist in scheduling assessments for candidates, including written assessments and interviews.
Maintain an electronic roster for successful applicants and establish contacts to keep rosters updated.
Process monthly payroll for staff and SC holders, tracking and adjusting danger pay as necessary.
Create and maintain financial records for danger pay and act as a certifying officer in SAP.
Conduct exit interviews and assist separating staff with final arrangements.
Prepare responses to HR-related queries and participate in HR Working Group meetings. 1
Perform other work-related duties as required.
Required Qualifications: Candidates must possess a university degree in Business Administration, Economics, Accounting, or a related field. A minimum of 10 years of professional experience in Human Resources, Administration, or operations is required, with at least 5 years of experience in international organizations and diverse working environments. Excellent writing, communication, and organizational skills are essential, along with proficiency in computer and internet applications. Teamwork skills, especially in diverse environments, are also crucial.
Educational Background: A university degree in Business Administration, Economics, Accounting, or a related field is mandatory. A master's degree in Business Administration with a specialization in Human Resource Management is desirable and will enhance a candidate's profile.
Experience: Candidates should have a minimum of 10 years of professional experience in Human Resources, Administration, or operations, with at least 5 years of experience in international organizations. Experience working with UN agencies in the field of Human Resources is considered an asset.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in national languages, Dari or Pashto, is also required. Knowledge of additional languages may be beneficial but is not mandatory.
Additional Notes: The position is a Service Contract at level SC-5, with a duration of 12 months and the possibility of extension based on satisfactory performance and availability of funds. The role is full-time and based on-site in Kabul.
