Job Overview: The Programme Development and Reporting Officer will play a crucial role in supporting the FAO Afghanistan Programming and Reporting Team. This position involves working closely with various unit heads and functional leads to ensure the effective development and design of programs that align with the humanitarian, development, and peace (HDP) nexus. The incumbent will be responsible for writing donor proposals, project documents, and corporate reports, ensuring that all submissions are timely and of high quality. The role requires a proactive approach to coordinating with technical teams and other UN agencies to identify opportunities for joint programs and initiatives, thereby enhancing the overall impact of FAO's work in Afghanistan.
Duties and Responsibilities: The duties and responsibilities of the Programme Development and Reporting Officer include providing comprehensive support to the FAO Afghanistan Programming and Reporting Team in all aspects of program development and reporting. The incumbent will participate in the review of context analysis, needs assessments, and disaster assessments, supporting interagency processes and program formulation initiatives. They will also be involved in the design of projects and programs, focusing on the HDP nexus and medium-term resilience building. Coordination with technical teams is essential, as is the production of proposals, program/project documents, briefs, and donor reports. The officer will liaise with other UN agencies, the Food Security and Agriculture Cluster, and NGOs to identify opportunities for collaboration. Additionally, they will prepare for and participate in relevant meetings, provide timely inputs to strategic documents, and support advocacy efforts to ensure that sectoral needs are adequately reflected. The role may also involve supervising affiliate workforce and representing the country office on selection panels as required.
Required Qualifications: Candidates must possess an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in fields such as Agriculture, Food Security, Emergency Response, Political or Social Science, Economics, Public Administration, International Development Studies, or closely related areas. Those with a bachelor's degree must have two additional years of relevant professional experience. A minimum of 5 years of relevant experience in emergency and resilience program development and design, as well as food and agriculture-related emergency response activities, is required. Candidates should also have experience coordinating with partners and stakeholders in these areas.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as Agriculture, Food Security, Emergency Response, Political or Social Science, Economics, Public Administration, International Development Studies, or closely related disciplines. For candidates with a bachelor's degree, an additional two years of relevant professional experience is necessary to meet the minimum requirements.
Experience: The position requires at least 5 years of relevant experience in emergency and resilience program development and design, particularly in food and agriculture-related emergency response activities. Candidates should have a proven track record of coordinating with various partners and stakeholders in these areas, demonstrating their ability to work effectively in complex environments.
Languages: A working knowledge of English (written and spoken) at level C is mandatory for this position. Knowledge of a second FAO language will be considered an asset, enhancing the candidate's ability to communicate and collaborate effectively in a multilingual environment.
