Job Overview:
The Head of Operations will play a crucial role in overseeing the program operations and implementation in the Area Offices of NRC Afghanistan. This position requires a strong leader who can effectively manage a diverse team, ensuring that program activities are executed according to established plans, budgets, and standards. The role involves significant stakeholder management, representing NRC in various forums, and ensuring that safety and security" style="border-bottom: 1px dotted #007bff !important;">security-policies" style="border-bottom: 1px dotted #007bff !important;">security policies are adhered to. The Head of Operations will also be responsible for developing and executing strategies that align with NRC's mission in Afghanistan, particularly in the context of the complex humanitarian landscape following the Taliban takeover. The successful candidate will need to demonstrate a passion for capacity building and possess strong diplomatic negotiation skills, as well as a proven track record in managing change and transformation within humanitarian settings.

Duties and Responsibilities:
  • Oversee the implementation of programs in accordance with developed plans and budgets, ensuring adherence to set standards.
  • Manage stakeholder relationships and represent NRC in various forums to enhance collaboration and coordination.
  • Lead line management responsibilities, including staff development, performance management, and fostering a positive work environment.
  • Develop and execute strategic plans that align with NRC's objectives and respond to the evolving humanitarian needs in Afghanistan.
  • Implement safety and security policies to ensure the protection of staff and beneficiaries.
  • Facilitate information sharing and coordination among multi-stakeholders to enhance program effectiveness.
  • Monitor and evaluate program performance, making necessary adjustments to improve outcomes.
  • Engage in capacity building initiatives to empower local staff and enhance operational efficiency.
  • Contribute to the development of funding proposals and reports to ensure continued support for NRC's programs.

Required Qualifications:
  • Proven senior management experience in a humanitarian or recovery context, with a strong understanding of the complexities involved.
  • Exposure to complex and volatile contexts, particularly in Afghanistan, is highly desirable.
  • Demonstrated ability to manage large and diverse teams effectively.
  • Strong diplomatic negotiation skills and experience in stakeholder management.
  • A track record of successfully directing projects and managing change within humanitarian organizations.
  • Commitment to NRC's mission and values, particularly in relation to protecting the rights of vulnerable populations.

Educational Background:
A relevant degree in humanitarian studies, international relations, development, or a related field is required. Advanced degrees or specialized training in humanitarian response or management will be considered an asset.

Experience:
Candidates should have significant experience (typically 5-10 years) in senior management roles within humanitarian organizations, particularly in challenging contexts. Experience in Afghanistan or similar environments will be an added advantage, as will familiarity with the specific humanitarian needs and challenges faced by displaced populations.

Languages:
Fluency in English, both written and verbal, is mandatory. Knowledge of local languages spoken in Afghanistan is a plus and will enhance communication with local stakeholders and communities.

Additional Notes:
This position is based in Kabul, Afghanistan, with a contract duration of 12 months. The role requires approximately 60% travel within the country.
