Job Overview:
The Project Development and Reporting Officer will play a crucial role in the IOM's Country Office, working under the supervision of the Chief of Mission and the Head of Programme Support Unit. This position involves a range of responsibilities centered around project development and donor liaison activities. The officer will be tasked with developing, reviewing, and submitting project proposals and donor reports, ensuring that all activities align with IOM's strategic objectives and comply with donor requirements. The role requires close collaboration with various units within the Country Office, Regional Office, and Headquarters to identify project opportunities based on national and sub-regional needs. The officer will also be responsible for keeping abreast of funding trends and policies, proactively seeking funding sources, and coordinating the design and development of innovative programs and projects. This position is essential for maintaining effective relationships with donors and ensuring compliance with reporting standards, ultimately contributing to the successful implementation of IOM's mission in the region.

Duties and Responsibilities:
The duties and responsibilities of the Project Development and Reporting Officer include:
  • Developing, reviewing, and submitting project proposals and donor reports in collaboration with relevant units.
  • Coordinating project development and donor reporting activities in the fields of migration management and emergency response.
  • Identifying project opportunities based on national and sub-regional needs and collaborating with relevant units and specialists.
  • Keeping up to date with funding trends, policies, and budgetary planning cycles of donors and governments.
  • Proactively seeking funding sources among government and non-government donors.
  • Ensuring compliance with donor interests and requirements in the design and development of new programs.
  • Maintaining effective working relationships with donors and potential donors.
  • Supporting Project Managers in complying with donor reporting requirements.
  • Creating and maintaining up-to-date donor profiles and producing guidance notes on donor priorities. 1
  • Coordinating the development and review of the Country Office's strategic planning process. 1
  • Producing visibility and presentation materials to support resource mobilization. 1
  • Providing capacity building and training in project development and reporting. 1
  • Ensuring accurate and updated records of all correspondences and project files. 1
  • Performing other duties as assigned by the supervisor.

Required Qualifications:
The required qualifications for the Project Development and Reporting Officer position include:
  • A Master's degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited institution, along with five years of relevant professional experience; or a University degree in the same fields with seven years of relevant professional experience.
  • Experience working in international organizations and knowledge of the UN system.
  • Experience in migration issues, project development and design, project implementation, and administrative and financial management.
  • Experience in donor relations and grant management.
  • Previous experience with donor funding mechanisms, particularly in the country of operation.
  • Experience in project development, donor reporting, and technical writing and editing, preferably in the international development or humanitarian sector.
  • Familiarity with Results Based Management and strategic planning approaches.

Educational Background:
Candidates must possess a Master's degree in relevant fields such as International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related area from an accredited academic institution. Alternatively, a University degree in these fields is acceptable if accompanied by seven years of relevant professional experience. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills required for the role.

Experience:
The position requires a significant level of experience, specifically five years of relevant professional experience for candidates with a Master's degree, or seven years for those with a University degree. Candidates should have experience working in international organizations and a solid understanding of the UN system. Additionally, experience in migration issues, project development, implementation, and administrative and financial management is crucial. Familiarity with donor relations, grant management, and donor funding mechanisms is also necessary, along with a background in project development and reporting in the international development or humanitarian sector.

Languages:
Fluency in English, both oral and written, is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, Russian, Spanish, or French) and/or local languages such as Dari and Pashto is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is classified as a Special Short Term Graded contract, with an initial duration of six months and the possibility of extension. The role is categorized as a professional level position (P-3). Internationally recruited professional staff are expected to be mobile, and any offer made is subject to funding confirmation. The selection process may also be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements.
