Job Overview: The Programme Officer (Area Based Approach) will play a crucial role in coordinating and overseeing IOM Afghanistan's area-based approach (ABA) to support resilience and solutions goals in the country. This position requires close collaboration with the Chief of Mission, Deputy Chief of Mission for Operations, and relevant programme coordinators. The officer will contribute to integrated multi-sectoral planning and implementation of the ABA across Afghanistan, ensuring effective communication and information sharing between target locations and the Kabul main office. The role involves developing methodologies and tools for planning operations related to the return, relocation, and local integration of internally displaced persons (IDPs). The Programme Officer will also be responsible for promoting best practices, analyzing program status, and addressing challenges in program delivery. This position is vital for ensuring that IOM's ABA is evidence-based, community-focused, and aligned with the Durable Solutions Framework and UNSFA. The officer will participate in discussions on prioritizing locations and interventions based on data and assessments, contributing to the development of proposals and reports for internal and external stakeholders.
Duties and Responsibilities: The Programme Officer (Area Based Approach) will have a comprehensive set of duties and responsibilities, including:
Coordinating and overseeing the implementation of IOM's area-based approach in Afghanistan, ensuring alignment with resilience and solutions goals.
Providing technical guidance and capacity strengthening to program units and regional coordinators.
Developing methodologies and tools for planning operations related to IDP return, relocation, and local integration.
Facilitating coordination and synergies among program units to identify opportunities for integrated, solutions-oriented programs.
Collaborating with the Deputy Chief of Mission for Operations and Durable Solutions Coordination Officer to ensure that ABA is needs-based and focused on community resilience.
Contributing to the development of ABA-related proposals and participating in discussions on prioritizing locations and interventions.
Developing and providing guidance on standard operating procedures and tools for ABA, including assessments and monitoring and evaluation (M&E).
Promoting effectiveness and best practices, using data to analyze and report on program status and capacity building needs.
Gathering information for situation reports and coordinating the development of reports for internal and external use. 1
Following up on the implementation arrangements of the mission's ABA in coordination with the M&E Officer. 1
Identifying and addressing problems in program delivery and coordination. 1
Representing the mission in interagency ABA-related planning and discussions. 1
Performing other duties as assigned.
Required Qualifications: The position requires the following qualifications:
A Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited academic institution with five years of relevant professional experience; or a University degree in the above fields with seven years of relevant professional experience.
Operational field experience in migration, humanitarian, or development fields.
Experience in liaising with donors, governmental authorities, and national/international institutions and NGOs.
Experience with project design, monitoring, and preparing narrative and financial project reports.
Working experience in the region and/or in an emergency/recovery context is an advantage.
Excellent reporting and writing skills, with the ability to coordinate administrative activities.
Demonstrated knowledge of project formulation, administration, and evaluation techniques.
Strong skills in developing log frames, result matrices, and work plans.
Ability to communicate and work effectively in multicultural settings. 1
Good level of computer literacy, including database applications.
Educational Background: Candidates must possess a Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields is acceptable if accompanied by seven years of relevant professional experience. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills required for the position.
Experience: The position requires a minimum of five years of relevant professional experience for candidates with a Master’s degree, or seven years for those with a University degree. This experience should be operational field experience in migration, humanitarian, or development contexts. Candidates should have a proven track record of liaising with donors, governmental authorities, and other national/international institutions and NGOs. Experience in project design, monitoring, and reporting is crucial, as is familiarity with working in the region or in emergency/recovery situations.
Languages: Fluency in English is required for this position, both oral and written. Additionally, a working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish, or French) and/or local languages such as Dari and Pashto is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is classified as a Special Short Term Graded contract, with an initial duration of six months and the possibility of extension. It is a professional-level vacancy, and internationally recruited professional staff are required to be mobile. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
