Job Overview:
The Data Analysis and Visualization Officer will play a crucial role in the Displacement Tracking Matrix (DTM) program, providing essential information management and database support. This position involves the development, implementation, and administration of database systems, as well as data analysis and reporting. The successful candidate will ensure data quality and protection in line with IOM standards and operational needs. Responsibilities include supporting the Afghanistan Central Database Management System (ACDMS), developing dynamic reporting solutions and visualizations using tools like Power BI and ArcGIS, and drafting analytical reports and dashboards. The officer will analyze and interpret data to identify trends and needs in displacement-affected areas, produce program data visualizations, and collaborate with other officers to harmonize data sources. The role also includes implementing data quality assurance measures and contributing to the development of analytical tools.

Duties and Responsibilities:
The duties and responsibilities of the Data Analysis and Visualization Officer include:
  • Providing information management and database support to DTM programming.
  • Supporting the development, implementation, and administration of database systems.
  • Conducting data analysis and reporting to ensure data quality and protection.
  • Supporting the implementation and ongoing use of the Afghanistan Central Database Management System (ACDMS).
  • Developing, maintaining, and automating dynamic reporting solutions and visualizations.
  • Drafting analytical/statistical reports, dashboards, maps, and other information products.
  • Analyzing and interpreting collected data to identify trends and needs.
  • Producing program data visualizations to support DTM Flow Monitoring.
  • Collaborating with reporting, IM, and database officers to harmonize data sources. 1
  • Supporting the development and implementation of complex survey and research samples. 1
  • Implementing data quality assurance measures. 1
  • Contributing to the maintenance and development of in-house analytical tools. 1
  • Providing technical support for survey design and data collection planning. 1
  • Disseminating regular statistical updates and information products. 1
  • Ensuring compliance with DTM data protection and privacy standards. 1
  • Performing other duties as assigned.

Required Qualifications:
The required qualifications for this position include:
  • A Master’s degree in Information Management, Data Science, Statistics, Computer Science, Geography, Demography, or a related field with at least two years of relevant professional experience; or a University degree in the above fields with four years of relevant professional experience.
  • Experience in data analysis, visualization, and reporting in humanitarian or migration contexts, preferably with DTM or similar information management systems.
  • Proficiency in statistical and data management software (e.g., SPSS, STATA, R, ODK/Kobo).
  • Experience in designing and implementing dashboards, infographics, and interactive data products.
  • Strong analytical, technical, and problem-solving skills.
  • Proficiency in data visualization and mapping tools (PowerBI, ArcGIS, Tableau, Adobe Creative Cloud Suite, etc.).
  • Familiarity with DTM data collection methodologies and humanitarian data standards is an asset.
  • Excellent written and verbal communication skills.
  • Ability to translate complex data into clear, actionable insights and visualizations for diverse audiences.

Educational Background:
Candidates must possess a Master’s degree in Information Management, Data Science, Statistics, Computer Science, Geography, Demography, or a related field. Alternatively, a University degree in the aforementioned fields is acceptable if accompanied by four years of relevant professional experience. This educational background is essential for understanding the complexities of data management and analysis in the context of migration and humanitarian efforts.

Experience:
The position requires at least two years of relevant professional experience for candidates with a Master’s degree, or four years for those with a University degree. Experience should include data analysis, visualization, and reporting in humanitarian or migration contexts, with a preference for familiarity with DTM or similar information management systems. Candidates should also have experience with statistical and data management software, as well as designing and implementing dashboards and interactive data products.

Languages:
Fluency in English is required for this position, both oral and written. Additionally, a working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish, or French) and/or local languages such as Dari and Pashto is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract type for this position is Special Short Term Graded, with an initial duration of six months and the possibility of extension. The position is classified at the P-2 grade level and is intended for professional recruitment. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. This selection process may also be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
