Job Overview: The Resources Management Officer (Grants and Compliance) will play a crucial role in coordinating the implementation of risk management and compliance systems, as well as grant policies and procedures in accordance with established accounting standards. This position requires close collaboration with the Chief of Mission and the Head of Resources Management, as well as relevant units at Headquarters and the Regional Office in Bangkok. The successful candidate will be responsible for supporting the development and management of Cash-Based Initiatives (CBI) and ensuring compliance with IOM’s Rules and Regulations and donor-specific requirements. The role involves maintaining internal controls to safeguard the organization’s assets, cash, and preventing fraud, as well as reviewing existing systems and recommending improvements to enhance efficiency and effectiveness. The officer will also be involved in liaising with legal experts, supervising assigned staff, and participating in UN meetings as required. This position is vital for ensuring that IOM's operations are conducted in a compliant and efficient manner, ultimately contributing to the organization's mission of promoting humane migration.
Duties and Responsibilities: The Resources Management Officer will have a comprehensive set of duties and responsibilities, including: coordinating the implementation of risk management and compliance systems; supporting audit or compliance procedures; maintaining internal controls to safeguard assets; reviewing and recommending improvements to existing systems; liaising with legal experts for audits and assessments; supervising and training staff on administrative and financial policies; participating in UN meetings; integrating risk management into decision-making; developing compliance Standard Operating Procedures (SOPs); collecting and analyzing data on fraud incidents; providing guidance to grant recipients and implementing partners; maintaining a database of grants documents; coordinating the selection process for grant recipients; providing technical guidance on budget planning; monitoring the development and implementation of contractual agreements; representing IOM in national Cash Working Groups; and coordinating the development of a Country Office CBI Strategy. The officer will also undertake site visits to ensure project objectives are met and perform other duties as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. The position requires knowledge of Internal Control Frameworks, experience in field operations, and familiarity with UN or humanitarian operations. Candidates should demonstrate the ability to prepare clear reports, understand organizational structures, and utilize software for data analysis and presentation.
Educational Background: The educational background required for this position includes a Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited academic institution. Candidates with a University degree in these fields are also eligible if they have seven years of relevant professional experience. This educational foundation is essential for understanding the complexities of financial management and compliance within the context of international migration and humanitarian assistance.
Experience: The ideal candidate should have a minimum of five years of relevant professional experience, particularly in areas related to internal control frameworks, administrative control procedures, and coordination with international institutions. Field experience in UN or humanitarian operations is highly desirable, as is experience in supervising the development and implementation of administrative control procedures. Candidates should also have a proven track record of working in complex environments and managing compliance and risk management processes effectively.
Languages: Fluency in English is required for this position, both oral and written. Knowledge of another official UN language (Arabic, Chinese, Russian, Spanish, or French) and/or local languages such as Dari and Pashto is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is classified as a Special Short Term Graded contract, with an initial duration of six months and the possibility of extension. The role is categorized as a professional vacancy, and internationally recruited professional staff are required to be mobile. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements.
