In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The consultant will play a crucial role in analyzing the commitments made by Arab States to the Beijing Action Agenda and developing a regional action plan to support the implementation of these commitments. This position requires a deep understanding of gender equality policies, particularly in the Arab region, and the ability to synthesize complex information into actionable insights. The consultant will work closely with UN Women’s Regional Governance, Political Participation Advisor, and collaborate with focal persons from UN Women country offices. The primary focus will be on producing a visual comparative report that clusters actions from national reports and encourages engagement from Arab States that have not yet made commitments. The consultant will also be responsible for stakeholder consultations, mapping commitments, conducting gap analyses, and drafting a regional action plan with recommendations and implementation steps.

Duties and Responsibilities:
  • Develop and produce a visual comparative report on the Beijing+30 Action Agenda Commitments, clustering actions from national reports and including recommendations for Arab States that have not yet made commitments.
  • Conduct stakeholder consultations to gather feedback from UN Women country office focal persons, civil society, and regional bodies, summarizing the insights gained.
  • Create a Mapping Matrix of Commitments that compares Beijing Action Agenda commitments against national Beijing+30 reports for each Arab State, suggesting clusters for states that have yet to prioritize commitments.
  • Conduct a Thematic Gap Analysis Report to identify legislative, policy, and programmatic gaps across key themes related to gender equality.
  • Draft a Regional Action Plan that includes recommendations, implementation steps, responsible actors, timelines, and indicators linked to UN Women’s Strategic Note (2026-2029).
  • Prepare a presentation summarizing key findings and recommendations for stakeholders.
  • Compile a Final Report that consolidates feedback received, including all findings, analysis, and the action plan.

Required Qualifications:
The position requires a Master’s degree or equivalent in social sciences, gender studies, law, public policy, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The consultant must possess strong analytical, writing, and stakeholder engagement skills, with a solid understanding of gender equality and women's rights issues, particularly in the Arab States region.

Educational Background:
A Master’s degree or equivalent in social sciences, gender studies, law, public policy, or a related field is required. A first-level university degree may be accepted with additional qualifying experience.

Experience:
A minimum of 7 years of experience in gender equality policy analysis is required, preferably within the Arab region. The consultant should have experience in gender equality and women's empowerment, as well as knowledge of the situation and issues affecting women’s rights in the Arab States. Experience in the inclusion of disadvantaged groups, particularly in disability inclusion, is also necessary.

Languages:
Fluency in English is mandatory, while fluency in Arabic is desirable.

Additional Notes:
This consultancy is home-based with no travel required. The consultant will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims of the United Nations. The position may involve rigorous reference and background checks, including verification of academic credentials and employment history.
