In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:

> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The consultant will analyze commitments made by Arab States to the Beijing Action Agenda and compare them with national Beijing+30 reports. The role involves developing a regional action plan to support the implementation of these commitments. The consultant will work under the guidance of UN Women’s Regional Governance, Political Participation Advisor and collaborate with UN Women country office focal persons. The position requires the development of a visual comparative report that clusters actions from national reports and encourages engagement from Arab States that have not yet made commitments. The consultant will also be responsible for producing various reports and presentations summarizing findings and recommendations related to gender equality and women's empowerment in the Arab region.
Duties and Responsibilities:
Develop a visual comparative report on the Beijing+30 Action Agenda Commitments, clustering actions from national reports and including recommendations for Arab States that have not made commitments.
Prepare an inception report outlining methodology, timeline, data sources, and stakeholder engagement plan.
Summarize feedback from stakeholder consultations with UN Women country office focal persons, civil society, and regional bodies.
Create a mapping matrix of commitments comparing Beijing Action Agenda commitments against national reports for each Arab State.
Conduct a thematic gap analysis report identifying legislative, policy, and programmatic gaps across key themes.
Draft a regional action plan with recommendations, implementation steps, responsible actors, timelines, and indicators linked to UN Women’s Strategic Note.
Prepare a PowerPoint presentation summarizing key findings and recommendations.
Consolidate a final report reflecting feedback received, including all findings, analysis, and the action plan.
Required Qualifications:
Master’s degree or equivalent in social sciences, gender studies, law, public policy, or a related field is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Minimum 7 years of experience in gender equality policy analysis, preferably in the Arab region, is required.
Experience and knowledge of gender equality and women’s rights issues in the Arab States region is essential.
Experience in the inclusion of disadvantaged groups, particularly in disability inclusion, is required.
Familiarity with the Beijing Platform for Action (BPfA), CEDAW, and regional gender frameworks is desirable.
Strong analytical, writing, and stakeholder engagement skills are also desirable.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as social sciences, gender studies, law, or public policy. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: The position requires a minimum of 7 years of experience in gender equality policy analysis, with a preference for candidates who have worked in the Arab region.
