Job Overview:
The position of Web Developer is part of a project aimed at strengthening inclusive and accountable democratic institutions in the OSCE region. The selected candidate will be responsible for managing and developing the online legislative database, which is a crucial tool for enhancing knowledge-sharing on international human rights standards and democratic lawmaking practices. The role involves overseeing the technical and content-related aspects of the database, ensuring its long-term efficiency, functionality, security, and accessibility. The Web Developer will work closely with the Chief of the Legislative Support Unit and will be expected to contribute to the overall goals of the project by improving the availability of information and facilitating knowledge-sharing among stakeholders in the OSCE region. The position requires a commitment to the project's duration, which is expected to last until the end of 2028, and the candidate should be prepared to engage in various tasks related to web development, content management, and user support.

Duties and Responsibilities:
The incumbent will have a range of responsibilities, including:
  • Website Development and Maintenance: Designing, programming, testing, debugging, and implementing new application systems, releases, and modules for the legislative database.
  • Content Management and Legal Updates: Researching, collecting, compiling, formatting, verifying, and uploading legal documents and updates to the website, ensuring that all legal texts and data are current and accurate.
  • Technical Innovation and User Support: Proposing and implementing innovative technical solutions to enhance the content-management platform and improve database functionality and user experience.
  • Documentation and Training: Preparing technical and user documentation for the legislative database, organizing awareness-raising activities and training sessions for staff and external stakeholders to promote the use of the database.
  • Coordination and Project Management: Supporting the implementation of project components related to the online legislative database, liaising with various organizational units, external contractors, and users as necessary.
  • Supporting the organization of meetings, training, visits, publications, and related activities for visitors and counterparts, providing guidance on administrative matters in collaboration with internal and external partners.

Required Qualifications:
Candidates must have completed secondary education supplemented by specialized training in Information Technology, web development, programming, or a related field. Advanced certifications or university-level coursework in law or legal studies, or equivalent work experience demonstrating legal knowledge, is required. Additionally, candidates should possess a minimum of six years of progressively responsible experience in web development, database management, or IT systems, preferably in an international or multilingual environment. Proven expertise in Drupal development and knowledge of legal terminology and concepts are essential. Candidates should also have an advanced understanding of web development, information management systems, and legal content integration, as well as the ability to apply modern IT tools and resolve data discrepancies effectively.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent, with additional specialized training in Information Technology, web development, programming, or a related field. Advanced certifications or university-level courses in law or legal studies are also necessary, along with relevant work experience that demonstrates legal knowledge and expertise in the field.

Experience:
The position requires a minimum of six years of progressively responsible experience in web development, database management, or IT systems. Candidates should have experience working in an international or multilingual environment, which is preferred. Proven expertise in Drupal development and familiarity with legal terminology and concepts are also necessary for this role.

Languages:
Excellent written communication skills in English are mandatory for this position. Fluency in Russian is considered an advantage, as it may enhance communication with stakeholders in the OSCE region and contribute to the effectiveness of the role.

Additional Notes:
This position is a fixed-term contract with a full-time schedule. The initial contract will be for one year, renewable subject to funding availability, and the project is expected to last until the end of 202
  • The monthly remuneration is approximately PLN 10,600, and OSCE salaries are exempt from taxation in Poland. The organization provides social security benefits, including participation in the Cigna medical insurance scheme and contributions to a pension-style fund. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments in exceptional cases. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, visas, or relocation, and that appointments are subject to medical clearance.
