Established to assist OSCE participating States in implementing their Human Dimension commitments, ODIHR plays a crucial role in monitoring human rights and building the capacity of both State and non-State actors. Job Overview:
The Researcher position at ODIHR is integral to the organization's efforts in monitoring and documenting human rights violations, particularly in the context of the ongoing international armed conflict between the Russian Federation and Ukraine. The successful candidate will work closely with the Research Coordinator to collect, analyze, and validate information regarding allegations of violations of international humanitarian law (IHL) and international human rights law (IHRL). This role requires a deep understanding of the complexities surrounding human rights issues in conflict zones and the ability to produce high-quality research outputs that inform ODIHR's monitoring initiatives. The Researcher will be expected to engage in desk research, analyze firsthand accounts, and contribute to the development of targeted recommendations for OSCE participating States. The position is designed for a duration of up to 180 days per year, allowing for flexibility in monitoring and reporting on the evolving situation.

Duties and Responsibilities:
The Researcher will be responsible for a range of tasks under the supervision of the Acting Head of the Human Rights Department. Key responsibilities include:
  • Remotely monitoring developments related to the international armed conflict between the Russian Federation and Ukraine, ensuring timely and accurate information is gathered.
  • Documenting and analyzing specific cases of alleged violations of international humanitarian law and international human rights law, contributing to a comprehensive understanding of the situation.
  • Drafting specific chapters for internal briefings and public reports, as well as assisting in the preparation of statements and social media posts related to the conflict.
  • Participating in regular team meetings and briefings, collaborating with other ODIHR staff and external partners to enhance the effectiveness of monitoring efforts.
  • Engaging in continuous learning and professional development to stay updated on human rights issues and methodologies relevant to the role.

Required Qualifications:
Candidates must possess an advanced university degree in human rights law, international humanitarian law, public international law, or a related field. Additionally, a minimum of four years of professional experience in research focused on human rights and/or international humanitarian law is required. Candidates should demonstrate a strong understanding of international human rights standards and OSCE human dimension commitments, particularly in relation to the ongoing conflict between the Russian Federation and Ukraine. Solid drafting skills for various types of research papers are essential, along with experience working in a multilateral and multicultural environment. Proficiency in Microsoft Office applications is also necessary for effective communication and documentation.

Educational Background:
The position requires a Master's Degree, which is defined as a second-level university degree or its equivalent. This educational background is crucial for understanding the complex legal frameworks and human rights issues that the Researcher will be addressing in their work.

Experience:
The ideal candidate should have at least four years of relevant professional experience. This experience should encompass research on human rights and international humanitarian law, with a focus on practical applications and implications in real-world scenarios. Familiarity with the dynamics of international conflicts and the ability to analyze and interpret legal documents and reports will be highly beneficial.

Languages:
Fluency in English is mandatory, with excellent communication and drafting skills required for effective reporting and collaboration. Additionally, professional fluency in Russian and/or Ukrainian is considered an asset, as it will enhance the Researcher's ability to engage with local sources and understand the context of the ongoing conflict.
