The Office for Democratic Institutions and Human Rights (ODIHR) is a key institution within the OSCE, dedicated to promoting human rights and democratic governance. ODIHR engages in various activities such as election observation and supporting democratic development, ensuring that all participating States adhere to their commitments regarding human rights and democratic processes.

Job Overview:
The Adviser on Gender Equality plays a crucial role within the Democratic Governance and Gender Unit (DGGU) of ODIHR, focusing on enhancing gender equality and women's participation in political and public life. This position involves providing expert advice, designing and implementing programs, and evaluating their effectiveness in promoting gender equality. The Adviser will work closely with various stakeholders, including parliaments and political parties, to ensure that gender-responsive governance is prioritized. The role requires a deep understanding of the challenges faced by women in political spheres and the ability to develop targeted strategies to address these issues. The Adviser will also be responsible for conducting policy analysis, leading advocacy efforts, and coordinating with other OSCE departments and external partners to maximize impact.

Duties and Responsibilities:
The Adviser on Gender Equality will undertake a variety of responsibilities, including:
  • Developing, implementing, and evaluating targeted activities and projects that support OSCE participating States in fulfilling their commitments on migration and freedom of movement;
  • Designing and delivering gender-equality programs, which involves identifying priorities, developing methodologies, managing project implementation, and evaluating results;
  • Conducting policy and legal analysis by monitoring and analyzing public policy and legislation affecting women's rights and gender equality;
  • Leading knowledge and advocacy efforts at OSCE forums, preparing substantive inputs, and delivering presentations;
  • Coordinating across OSCE and with partners to ensure systematic collaboration;
  • Representing ODIHR and providing expert advice at conferences and meetings;
  • Managing resources and delivery, including overseeing consultant recruitment and organizing workshops;
  • Performing other related duties as required.

Required Qualifications:
Candidates must possess a second-level university degree in gender studies, social and political science, law, sociology, public administration, or a related field. Alternatively, a first-level university degree combined with two years of additional qualifying experience may be accepted. A minimum of five years of progressively responsible professional experience in gender equality and women's participation in political life is required, with seven years being necessary if only a first-level degree is held. Proven experience in designing, planning, and managing projects that promote gender equality is essential, along with a strong knowledge of international instruments and institutions that support gender equality. Candidates should also demonstrate computer literacy, particularly in Microsoft applications, and possess excellent written and oral communication skills in English, with knowledge of Russian considered an asset.

Educational Background:
The position requires a Master's Degree (second-level university degree or equivalent) in a relevant field such as gender studies, social and political science, law, sociology, or public administration. This educational background is crucial for understanding the complexities of gender issues and the legal frameworks that govern them.

Experience:
Candidates should have a minimum of five years of relevant professional experience, with a preference for those who have seven years of experience if they hold only a first-level university degree. This experience should be increasingly responsible and directly related to gender equality and women's participation in political life, demonstrating a track record of successful project management and implementation.

Languages:
Fluency in English is mandatory, both written and oral. Knowledge of Russian is considered an asset, enhancing the ability to engage with a broader range of stakeholders across the OSCE region.

Additional Notes:
The position is a fixed-term contract at the professional level (P3) with a full-time schedule. The monthly remuneration is approximately EUR 7,100, with social benefits including participation in the Cigna medical insurance scheme and contributions to the OSCE Provident Fund.
