Job Overview: The Monitoring and Evaluation (M&E) Officer position at Pact is designed to support the implementation of a project funded by the US Department of Labor (DOL) entitled 'Secure Fair and Reliable Critical Mineral Supply Chains in Indonesia.' This project aims to combat forced labor practices that negatively impact American workers and businesses, particularly in the nickel supply chains located in Southeast Sulawesi, Indonesia. The M&E Officer will play a crucial role in developing and overseeing the project's M&E system, ensuring that it aligns with best practices while also incorporating innovative methods. The position is contingent upon the award of funding, and the specific title, requirements, and responsibilities may be subject to change based on DOL directives. The successful candidate will be responsible for generating and translating evidence to inform programmatic adaptations and will work closely with various stakeholders to ensure effective monitoring and evaluation processes are in place.
Duties and Responsibilities: The M&E Officer will be tasked with providing strategic guidance and management for the successful monitoring and evaluation of the program. Key responsibilities include developing a system for monitoring progress towards intended results, identifying key performance indicators, and creating standard data collection tools. The officer will design and manage formative baseline and follow-up assessments, oversee the development of a comprehensive project data management system, and ensure the integrity and quality of data through Routine Data Quality Assessments (RDQA). Additionally, the M&E Officer will be responsible for accurate and timely reporting to the DOL, integrating participatory MEL methods, ensuring data use for decision-making, and conducting operational research. The role also involves capacity development for staff and partners in monitoring and evaluation procedures, as well as self-assessing the project MERL system annually. The M&E Officer will produce learning products and represent the project at conferences or webinars, while also complying with all company policies and procedures.
Required Qualifications: Candidates must possess a Master's degree with a minimum of five years of relevant work experience, or a Bachelor's degree with at least seven years of work experience in a related field. The ideal candidate should have a strong background in monitoring and evaluation, particularly in international development contexts, and demonstrate proficiency in data management and analysis. Familiarity with DOL-funded projects and experience in the mining or labor sectors will be advantageous. Strong communication skills, both written and verbal, are essential for this role, as well as the ability to work collaboratively with diverse teams and stakeholders.
Educational Background: The educational requirements for this position include a Master's degree in a relevant field such as social sciences, international development, or a related discipline. Alternatively, candidates with a Bachelor's degree in a similar field and extensive work experience may also be considered. The educational background should provide a solid foundation in research methodologies, data analysis, and program evaluation techniques.
Experience: The position requires a significant level of experience in monitoring and evaluation, with a minimum of five years for candidates with a Master's degree or seven years for those with a Bachelor's degree. Experience in managing M&E systems for international development projects, particularly those funded by government agencies, is highly desirable. Candidates should have a proven track record of successfully implementing M&E frameworks and methodologies, as well as experience in capacity building and training of staff and partners in M&E practices.
Languages: Fluency in English is mandatory for this position, as all reporting and communication will be conducted in English. Proficiency in Bahasa Indonesia is highly desirable, as it will facilitate communication with local stakeholders and partners. Additional language skills relevant to the region may also be considered an asset.
Additional Notes: The position is full-time and may involve travel within Indonesia, particularly to Southeast Sulawesi.
