Job Overview: The Development Coordination Officer will play a crucial role in providing management expertise and strategic guidance to Resident Coordination Offices (RCOs) and UN Country Teams (UNCTs) in crisis contexts. This position is designed for rapid deployment to support effective inter-agency collaboration and programming, ensuring that development results are achieved in alignment with the UN Sustainable Development Cooperation Framework (UNSDCF). The officer will be responsible for operationalizing risk management analytics and services, establishing risk management units, and supporting the implementation of corporate priorities. The role requires frequent deployments to RCOs, with the expectation of travel on short notice to provide surge capacity support in crisis-affected areas.
Duties and Responsibilities: The Development Coordination Officer will be responsible for a variety of functions, including:
Providing strategic guidance to the Resident Coordinator (RC) and UNCT on the implementation of the 2030 Agenda through the Common Country Analysis (CCA) and UNSDCF.
Facilitating the establishment of external partnerships and joint resource mobilization efforts for the UNSDCF.
Coordinating the roll-out of the efficiency agenda, including Business Operations Strategy and Local Shared Service Centers.
Leading the overall management of the RCO to ensure effective coordination support to the RC/UNCT, adhering to organizational policies and procedures. The officer will also be involved in crisis risk management, ensuring the well-functioning of risk management units, and promoting collaborative risk management across stakeholders.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in Development Studies, International Relations, Economics, or Political Science. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a minimum of seven years of progressively responsible experience in strategic planning, sustainable development policy, project/programme management, and risk management in development cooperation contexts. Experience in inter-agency coordination in crisis management is desirable, as is experience within the UN common system.
Educational Background: An advanced university degree (master's degree or equivalent) in a relevant field such as Development Studies, International Relations, Economics, or Political Science is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted. This educational background is essential for understanding the complexities of development coordination and the implementation of international policies.
Experience: Candidates should have at least seven years of progressively responsible experience in areas such as strategic planning, sustainable development policy, project/programme management, and risk management. This experience should ideally be within governmental, multilateral, or civil society organizations. Additionally, at least three years of experience in inter-agency coordination in a crisis management context is desirable, as well as familiarity with development contexts within the UN system.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of proficiency specified according to the UN Language Framework. Candidates must demonstrate their ability to read, write, listen, and speak in both languages at the required levels.
Additional Notes: This position is temporarily available for 364 days.
