Job Overview:
The Intergovernmental Coordination Analyst position is a part-time, home-based role that involves supporting the coordination and facilitation of intergovernmental and multi-stakeholder engagement under the Coordinated Mekong Ministerial Initiative against Trafficking (COMMIT) Process. The Analyst will work closely with national and regional partners, governments, and relevant stakeholders to enhance regional cooperation and dialogue on issues related to trafficking in persons and the protection of vulnerable migrants. The role requires the incumbent to engage in knowledge exchange, facilitate collaborations, and support the documentation and dissemination of progress and best practices. The position is crucial for ensuring that the COMMIT Secretariat effectively fulfills its mandate and adapts to new models of operation as agreed by member states.

Duties and Responsibilities:
The Intergovernmental Coordination Analyst will be responsible for a variety of tasks, including:
  • Supporting regular coordination and engagement of the COMMIT Secretariat with stakeholders at both regional and national levels to ensure active participation and learning.
  • Performing day-to-day functions of the COMMIT Secretariat, including maintaining communication with national taskforces and member governments, facilitating regional cooperation, providing technical assistance, and ensuring follow-up on government priorities.
  • Providing technical and coordination support to the China COMMIT Taskforce and relevant ministries.
  • Documenting and reporting on progress, achievements, and lessons learned from regional cooperation under the COMMIT process.
  • Assisting in the transition to a new model of the COMMIT Secretariat, monitoring progress, capturing lessons learned, and identifying challenges.
  • Supporting project planning and implementation related to COMMIT and human trafficking, including developing annual activity work plans.
  • Facilitating knowledge sharing by identifying and documenting best practices and lessons learned from the project and implementing partners.
  • Performing other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Development, International Relations, Social Sciences, Law, Business Administration, Public Administration, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the aforementioned areas, combined with an additional two years of qualifying experience, will be considered in lieu of the advanced degree. The position requires strong analytical and communication skills, as well as the ability to work collaboratively with diverse stakeholders.

Educational Background:
The educational background required for this position includes either a Master’s degree in a relevant field or a Bachelor’s degree with additional professional experience. The focus should be on areas such as Development, International Relations, Social Sciences, Law, Business Administration, or Public Administration, which are essential for understanding the complexities of migration, trafficking, and international cooperation.

Experience:
The level of experience required varies based on educational qualifications. Applicants with a Master’s degree are not required to have prior professional work experience. However, those with a Bachelor’s degree must have a minimum of two years of professional experience in managing development issues at the national or international level. Experience in international development projects, particularly in the context of trafficking in persons and stakeholder engagement, is highly desirable.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within UNDP and with international stakeholders. Additionally, a working knowledge of Chinese is considered an advantage, given the regional focus of the role and the involvement of Chinese stakeholders in the COMMIT Process.
