Job Overview:
The Regional Human Resources Associate will play a crucial role in the Regional HR Business Partnering Unit (RHRBP), which serves as a strategic enabler of organizational effectiveness through HR management across the Asia and Pacific region. This position involves coordinating and executing a broad range of HR functions in collaboration with various stakeholders, including Regional Office Units, country offices, and relevant units at Headquarters. The associate will ensure data accuracy, compliance, and timely personnel actions across systems and processes. Key responsibilities include participating in staffing evaluations, coordinating recruitment processes, managing pre-employment activities, and maintaining HR documentation. The role requires a proactive approach to enhancing HR practices and supporting the overall mission of IOM.

Duties and Responsibilities:
The duties and responsibilities of the Regional Human Resources Associate include: coordinating recruitment processes by providing guidance to hiring managers, drafting and posting requisitions, screening applications, and participating in interview panels; managing pre-employment activities such as preparing Entry on Duty documentation, coordinating medical exams, and conducting induction sessions; ensuring data accuracy in the IOM’s Enterprise Resource Planning system (WAVE) by inputting and verifying data; monitoring attendance and leave administration; preparing documentation for payroll processing; managing onboarding and offboarding processes; maintaining personnel files and HR documentation; ensuring compliance with the Performance Assessment System; organizing HR events and training activities; providing information to staff regarding their entitlements; identifying areas for improvement in HR processes; and participating in inter-agency HR working groups.

Required Qualifications:
Candidates must possess a High School diploma with six years of relevant experience, or a Bachelor’s degree in human resources, Business Administration, Psychology, or a related field with four years of relevant professional experience. Experience processing HR transactions using Oracle cloud is a distinct advantage, as is relevant work experience with international humanitarian organizations or government institutions in a multi-cultural setting. Proficiency in Microsoft Office applications is required, along with strong attention to detail and organizational skills. Candidates should demonstrate discretion, client orientation, and a willingness to learn.

Educational Background:
The educational background required for this position includes a High School diploma with six years of relevant experience or a Bachelor’s degree in human resources, Business Administration, Psychology, or a related field with four years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires either six years of relevant experience with a High School diploma or four years of relevant professional experience with a Bachelor’s degree. Experience in processing Human Resources transactions using Oracle cloud is a distinct advantage. Relevant work experience with international humanitarian organizations or government institutions in a multi-cultural setting is also beneficial.

Languages:
Fluency in English is required for this position, both oral and written. Knowledge of additional languages such as French or Spanish is considered an asset, as IOM’s official languages include these.

Additional Notes:
This position is a one-year fixed-term contract with the possibility of extension. It is classified at the G-6 grade level and is open to qualified Thai nationals only. The appointment is subject to medical fitness certification, residency or visa requirements, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances.
