The organization provides services and advice to governments and migrants, ensuring that migration is safe and beneficial. IOM began its operations in Thailand in 1975, initially assisting with the resettlement of refugees. Over the years, IOM's activities in Thailand have expanded significantly, covering various aspects of migration including labor migration, migration health, counter-trafficking, and emergency response. As of 2024, IOM is one of the largest UN agencies in Thailand, employing over 450 personnel across seven offices and eleven mission sites, including northern offices in Mae Sot, Mae Hong Son, Mae Sariang, and Chiang Mai.

Job Overview:
The Supply Chain Assistant will play a crucial role in supporting the Supply Chain functions in Bangkok. This position involves direct supervision by the Senior Supply Chain Management Assistant and overall supervision by the Supply Chain Officer. The incumbent will be responsible for receiving and consolidating procurement requisition forms, ensuring they comply with the Purchase Authorization Matrix and other office instructions. The role requires preparing tender documents, soliciting bids and quotations, and preparing bid analysis summaries to share with the requesting unit. Once purchases are approved, the assistant will confirm terms of agreement with selected suppliers, prepare relevant documentation, and coordinate necessary authorizations. The position also involves monitoring the status of open requisitions, following up on timely delivery of goods and services, and liaising with the receiving unit to obtain satisfactory delivery notes. Additionally, the assistant will review vendor invoices, prepare payment requests, and maintain records of all documentation throughout the procurement cycle. The role includes conducting market surveys to identify potential new suppliers and participating in their evaluation regarding quality, prices, and services. The Supply Chain Assistant will also be responsible for logistics tasks related to property and asset management, warehousing, insurance coverage, maintenance, and transportation, as well as supporting the organization of meetings, workshops, and trainings.

Duties and Responsibilities:
  • Receive and consolidate procurement requisition forms, ensuring they contain all required information and comply with the Purchase Authorization Matrix.
  • Prepare tender documents, solicit bids and quotations, and prepare bid analysis summaries for the requesting unit.
  • Confirm terms of agreement with selected suppliers and prepare relevant documentation such as purchase orders and contracts.
  • Monitor the status of open requisitions and follow up on the timely delivery of goods and services.
  • Liaise with the receiving unit to obtain satisfactory delivery notes upon delivery.
  • Review vendor invoices and prepare payment requests, following up with Finance for timely payments.
  • Maintain physical and electronic records of all documentation throughout the procurement cycle.
  • Conduct market surveys to identify potential new suppliers and evaluate them based on quality, prices, and services.
  • Keep track of contractual agreements and inform concerned parties for timely renewal. 1
  • Monitor office supplies and services, preparing requisitions as needed. 1
  • Provide technical information to staff regarding procurement-related instructions and procedures. 1
  • Perform logistics tasks related to property and asset management, warehousing, insurance coverage, maintenance, and transportation. 1
  • Support the coordination of transportation needs and drivers’ movements, ensuring logbooks are maintained and monitoring fuel consumption and vehicle maintenance records. 1
  • Monitor activities of contractors working on office premises. 1
  • Support the organization of meetings, workshops, and trainings. 1
  • Perform other duties as assigned.

Required Qualifications:
  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution with two years of relevant professional experience; or a high school diploma with four years of relevant professional experience.
  • Certification in Procurement, Logistics, or Supply Chain Management is an advantage.
  • Experience in procurement and logistics, including working with vendors and service providers.
  • Familiarity with asset management processes.
  • Experience working with IOM/UN Procurement and Logistics Rules and Procedures is an advantage.
  • Ability to work in a team and manage group studies.
  • Ability to work with minimum supervision.
  • Prior experience in using SAP/Oracle is an advantage.
  • Experience working in an international organization is an advantage.

Educational Background:
Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited academic institution. Alternatively, candidates with a high school diploma must have four years of relevant professional experience. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have experience in procurement and logistics, particularly in working with vendors and service providers. Familiarity with asset management processes is essential. Experience with IOM/UN Procurement and Logistics Rules and Procedures is advantageous. Candidates should demonstrate the ability to work effectively in a team and manage group studies, as well as the capacity to work with minimal supervision. Prior experience in using SAP or Oracle systems is also beneficial, along with experience in an international organization.

Languages:
Fluency in Thai and English (both oral and written) is required for this position. IOM's official languages include English, French, and Spanish. Proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is classified as General Service (G-4) with a monthly salary of THB 57,172.6
  • It is a Special Short Term Graded Contract with an initial duration of 6 months, with the possibility of extension. The estimated start date is as soon as possible. The closing date for applications is 10 December 2025, and this position is open for Thai Nationals only. Any offer made to the candidate is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
