Job Overview:
The position of Individual Consultant for Child Rights-Based PFM Strategy is crucial for UNICEF's efforts in the East Asia and Pacific Region. The consultant will assist Country Offices, particularly in Vietnam and Mongolia, in developing a Child Rights-Based Public Finance Management (PFM) Strategy. This role involves enhancing the capacity of UNICEF staff to engage in PFM processes that support effective financing for children. The consultant will conduct tailored training sessions, facilitate strategic consultations, and support the development of comprehensive PFM strategies for each country office. The overarching goal is to ensure that public finance systems are aligned with the rights and needs of children, enabling UNICEF to advocate effectively for policy changes that benefit vulnerable populations.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including: conducting targeted training and capacity-building workshops for UNICEF staff and government partners; developing a tailored training curriculum on child-rights-based PFM; facilitating office-wide training sessions on key PFM concepts; conducting strategic consultations with UNICEF and key partners to gather actionable inputs for the PFM Strategy; drafting comprehensive PFM Strategy documents for Vietnam and Mongolia; and consolidating sector roadmaps into an integrated implementation plan. The consultant will also be expected to deliver reports and presentations on the progress and outcomes of the training and consultations, ensuring that all activities are aligned with the objectives of the Country Offices.

Required Qualifications:
Candidates must possess an advanced degree in economics, social science, public policy, development studies, or a related field. A minimum of eight years of experience in public finance management and public policy is required. Familiarity with public finance concepts, social sector budgeting, and PFM systems is essential. Excellent written and verbal communication skills in English are mandatory, along with a proven ability to synthesize complex information into strategic documents and publications. Experience working in the Asia Pacific region is highly desirable, as it will provide valuable context for the role.

Educational Background:
The educational background required for this position includes an advanced degree in a relevant field such as economics, social science, public policy, or development studies. This educational foundation is critical for understanding the complexities of public finance management and its implications for child rights and welfare.

Experience:
The position requires a minimum of eight years of relevant experience in public finance management and public policy. This experience should include a strong understanding of public finance systems, social sector budgeting, and the ability to engage with various stakeholders in the public and private sectors. Experience in the Asia Pacific region is particularly valuable, as it will enhance the consultant's ability to navigate the specific challenges and opportunities present in these countries.

Languages:
Fluency in English is mandatory for this position, as all communications, reports, and training materials will be conducted in English. While not mandatory, proficiency in additional languages relevant to the Asia Pacific region may be considered an asset, as it could facilitate better engagement with local stakeholders and enhance the effectiveness of the consultant's work.

Additional Notes:
The consultancy contract will last from December 12, 2025, to January 30, 2026, encompassing a total of 25 working days. The consultant will be required to travel to Country Offices for in-person capacity development training sessions, which may involve 2 days for office-wide training and 3-5 days for sector-specific workshops, if necessary.
