Job Description
Job Posting Organization:
The job posting organization is associated with the ASEAN Green Investment Catalyst (AGIC) program, which is funded by the UK Mission to ASEAN under the ASEAN-UK Green Transition Fund (GTF). The AGIC program aims to support the implementation of the ASEAN Regional Investment Promotion Action Plan (RIPAP) by enhancing the institutional capacity and project offerings of investment promotion agencies both regionally and nationally. The organization focuses on attracting investments in green transition sectors, thereby contributing to sustainable development and environmental conservation. The organization operates within the ASEAN region, collaborating with various member states to promote economic growth and investment opportunities.

Job Overview:
The consultant will play a crucial role in identifying investible opportunities from project developers in sectors that align with the ASEAN Regional Investment Promotion Action Plan (RIPAP). The consultant will work closely with a designated national Investment Promotion Agency (IPA) in ASEAN to develop comprehensive project documentation that is ready for presentation to potential investors. This role also involves delivering a two-day workshop aimed at enhancing the capabilities of the IPA in investment promotion. The consultant is expected to ensure that the project documentation adheres to the ESCAP investible opportunity project template and incorporates principles of Gender Equality, Disability, and Social Inclusion (GEDSI). The consultant's work will be evaluated based on timely delivery and the quality of documentation produced, which should be comprehensive, accurate, and well-structured. The consultant will maintain regular communication with ESCAP and the national IPA to ensure alignment with project objectives and stakeholder priorities.

Duties and Responsibilities:
  • Collaborate with ESCAP and the designated national Investment Promotion Agency (IPA) to identify a high-potential investment opportunity and develop investment-ready project documentation.
  • Ensure that the project documentation aligns with the ASEAN Regional Investment Promotion Action Plan (RIPAP) and follows the ESCAP investible opportunity project template.
  • Prepare qualitative descriptions of potential emissions reduction benefits associated with the investment-ready project, based on sector averages and publicly available data.
  • Integrate findings related to emissions reduction and green transition efforts into the project documentation.
  • Incorporate Gender Equality, Disability, and Social Inclusion (GEDSI) principles throughout the project development process.
  • Evaluate how the proposed project can contribute to inclusivity and equitable access for underrepresented groups.
  • Maintain regular communication with ESCAP and the national IPA to ensure successful completion of deliverables.
  • Plan and deliver a two-day workshop (12 training hours) for the respective Investment Promotion Agency or ASEAN Regional Investment Promotion Action Plan focal points, defining the specific focus and format of the workshop in consultation with the Economic Affairs Officer.

Required Qualifications:
- A Master's degree in economics, business, international development, or a related field. - A minimum of 15 years of experience in investment promotion or attraction, economic development, or related fields. - Proven experience in packaging investible opportunities on at least two projects where you identified and packaged investible opportunities. - Experience of 5+ years in advising Investment Promotion Agencies. - Experience of 5+ years working in the ASEAN region. - Applicants must indicate whether they have worked with the United Nations and provide their expected daily rate.

Educational Background:
The position requires a Master's degree in a relevant field such as economics, business, or international development. This educational background is essential to understand the complexities of investment promotion and economic development, as well as to effectively engage with various stakeholders involved in the project.

Experience:
The consultant is expected to have a substantial level of experience, specifically a minimum of 15 years in investment promotion or related fields. This experience should include at least 5 years of advising Investment Promotion Agencies and 5 years of working within the ASEAN region. The consultant should also have a proven track record of successfully identifying and packaging investible opportunities in previous projects.

Languages:
Professional fluency in English is mandatory for this position. This proficiency is essential for effective communication with stakeholders, preparation of documentation, and delivery of training workshops. Additional language skills may be considered an asset but are not specified as mandatory.

Additional Notes:
The expected duration of the contract is from April 1, 2026, to September 30, 2026, with a total duration of 6 months. The consultant will work remotely, and the performance will be evaluated based on timely delivery and quality of documentation. Applicants are required to complete screening questions and include a motivational letter detailing their technical proposal and financial proposal with a consultancy fee per deliverable. The United Nations does not charge a fee at any stage of the recruitment process.
