Job Overview:
The position of Logistical and Administrative Support Contractor is crucial for the effective implementation of the LIFT 4 Laos initiative, which aims to enhance investment promotion in Laos. The contractor will provide essential logistical and administrative support to the Investment Promotion Department (IPD), ensuring that daily operations run smoothly. This role involves coordinating activities between various stakeholders, including government agencies and international partners, to facilitate the successful delivery of project outputs. The contractor will be responsible for maintaining schedules, tracking budgets, and ensuring that all documentation is accurate and accessible. The position requires a proactive approach to problem-solving and the ability to manage multiple tasks simultaneously, ensuring that all deliverables are met within the agreed timelines. The contractor will also play a key role in organizing events and meetings, which are vital for stakeholder engagement and project visibility.

Duties and Responsibilities:
The contractor will have a diverse set of responsibilities, including:
  • Coordinating and tracking the daily implementation of the LIFT 4 Laos workplan, ensuring that all activities are documented and deadlines are met.
  • Serving as a liaison for logistical coordination between IPD, provincial authorities, line ministries, ESCAP, and DFAT, facilitating effective communication and collaboration.
  • Assisting in the organization and documentation of internal and external meetings, workshops, and missions, including preparing agendas, minutes, and logistical arrangements.
  • Supporting the planning and execution of in-country events and international study tours, managing venue arrangements, travel logistics, and participant coordination.
  • Maintaining an organized archive of project documentation, ensuring that all records are up-to-date and accessible for reporting and audit purposes.
  • Assisting with the preparation of administrative inputs for progress reports, including logistics-related reporting inputs.
  • Supporting procurement processes, vendor coordination, and follow-up on payments and contracts as required by the project.
  • Providing basic translation support (Lao-English) for logistical materials and correspondence as needed.
  • Ensuring that all logistical arrangements comply with ESCAP and DFAT quality, branding, and operational guidelines.

Required Qualifications:
Candidates must possess a Master's degree in economics, administration, business, international development, or a related field. A Bachelor's degree may be acceptable if the candidate has at least three years of relevant experience in the required and desired areas. Additionally, candidates should have experience providing logistical and administrative support to government agencies or development projects, particularly in investment promotion or economic development. Familiarity with organizing official events and capacity-building activities involving national and international stakeholders is essential. Strong coordination, organizational, and communication skills are required, along with proven experience in managing logistics for meetings and workshops. Candidates should also have experience maintaining administrative records and ensuring compliance with donor or UN administrative procedures.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as economics, administration, business, or international development. A Bachelor's degree is acceptable if accompanied by significant relevant experience. This educational foundation is crucial for understanding the complexities of economic development and investment promotion, as well as for effectively managing the logistical and administrative aspects of the role.

Experience:
Candidates should have a minimum of three years of relevant experience in providing logistical and administrative support, particularly in contexts related to government agencies or development projects. Experience in investment promotion or economic development is highly desirable. The ideal candidate will have a proven track record of managing logistics for meetings, workshops, and travel, as well as experience in maintaining administrative records and supporting procurement processes. Languages:
Professional fluency in both English and Lao is mandatory for this position. Candidates must demonstrate strong oral and written communication skills in both languages, as the role involves significant interaction with various stakeholders and requires the ability to translate materials and correspondence as needed. Proficiency in additional languages may be considered an asset, but it is not a requirement for this position.

Additional Notes:
The contract duration for this position is from December 1, 2025, to May 31, 2026, with an expected duration of six months. The contractor will be based in Vientiane, Lao PDR, and is expected to hold a Laotian passport. The position is full-time, and there is a possibility of extension based on satisfactory performance and evolving project needs.
