Job Overview:
The HR & coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator is responsible for coordinating the implementation of Solidarités International’s Human Resources and Financial policies within the mission. This role encompasses overseeing all administrative, HR, accounting, and financial aspects, ensuring compliance with SI’s procedures, donor requirements, and local laws. The coordinator will manage human resources effectively and maintain the financial balance of the mission. They will support and supervise base-level teams, ensuring adherence to sound HR and financial practices, timely reporting, and compliance with both internal and external regulations. Acting as the primary contact between headquarters and the mission for HR and financial matters, the coordinator will provide strategic and operational guidance to facilitate effective mission management in a complex and potentially volatile environment. The position requires navigating a fast-evolving administrative landscape, focusing on legal and financial compliance, and prioritizing the capacity building and professional development of national staff.

Duties and Responsibilities:
The HR & Finance Coordinator will be tasked with the following duties:
  • Coordinate the implementation of HR and financial policies in the mission, ensuring compliance with SI procedures and local laws.
  • Oversee all administrative, HR, accounting, and financial aspects of the mission.
  • Manage human resources effectively, ensuring sound practices in recruitment, selection, compensation, benefits, performance management, training, and employee relations.
  • Supervise the HR and Finance coordination-team" style="border-bottom: 1px dotted #007bff !important;">Coordination team, ensuring proper onboarding and implementation of new processes.
  • Develop and reinforce the mission’s DOC Policy and ensure the continued implementation of the financial and HR legal framework.
  • Act as the main point of contact for all HR and financial matters between the mission and headquarters.
  • Monitor and report on financial balance and compliance with donor requirements.
  • Provide strategic guidance to the mission in a complex administrative environment, focusing on legal and financial matters.
  • Support the capacity building of national staff and promote professional development within the team. 1
  • Address security constraints and challenges in the operational environment, particularly in Gaza and the West Bank.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Human Resources, Business Administration, Social Sciences, Organization Development, or a related HR discipline. Additionally, a Bachelor’s degree in Financial Management is required. Candidates should have 3 to 4 years of experience in the humanitarian sector, with a similar position held for at least 3 to 4 years. Technical skills in financial management, HR administration, and policy development are essential. Candidates should also demonstrate strong coordination and management skills, training and facilitation abilities, and the capacity to work under pressure in tense security environments.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Human Resources, Business Administration, Social Sciences, Organization Development, or Financial Management. This educational foundation is crucial for understanding the complexities of HR and financial management within a humanitarian context.

Experience:
The position requires candidates to have 3 to 4 years of experience in the humanitarian sector, with a specific focus on HR and finance roles. Experience in a similar position is also necessary, ensuring that candidates are well-versed in the challenges and requirements of managing HR and financial operations in a humanitarian setting.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of Arabic is considered an asset, enhancing the ability to interact with local staff and communities effectively.

  • The role is based in Jerusalem, with a focus on operations in Gaza and the West Bank. The salary for this position starts from EUR 2860 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided, along with coverage for accommodation costs and travel expenses. The organization implements a system of alternating work and time off, providing breaks every three months, along with a break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in Jerusalem are generally safe, with staff able to move freely in most areas, although caution is advised in certain neighborhoods.
