In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The Programme Associate position is integral to the Leadership and Decision-Making (LDM) section of UN Women, which manages the women's political participation component of the Strategic Partnership Framework (SPF) with the Swedish International Development Cooperation Agency (Sida) and the Norwegian Agency for Development Cooperation (Norad). The role involves supporting the implementation of programs consistent with UN Women rules and regulations, contributing to financial management, and providing operational, administrative, and programmatic support. The Programme Associate will work closely with the LDM team, the SPF Policy Specialist, and other stakeholders to ensure effective program delivery and compliance with financial and administrative processes. This position is temporary, lasting for 364 days, and is crucial for the successful execution of various initiatives aimed at enhancing women's leadership and decision-making capabilities.

Duties and Responsibilities:
The Programme Associate will be responsible for a variety of administrative and logistical tasks to support the LDM Section's programs. Key duties include monitoring budget preparation and finances of programs/projects, providing technical guidance to country offices on routine delivery and reporting, preparing information for program closure and audits, and managing data for documents and reports. The role also involves creating projects in the Quantum system, preparing budget revisions, processing payments for consultants, and maintaining internal expenditure controls. Additionally, the Programme Associate will organize meetings, workshops, and events, make travel arrangements, and support resource mobilization efforts by preparing agreements and compiling information from donors. The incumbent will also provide guidance and training to Programme Assistants as needed, ensuring the efficient functioning of the office and the organization.

Required Qualifications:
Candidates must have completed secondary education, with a Bachelor’s degree in Business or Public Administration considered an asset. The position requires at least 6 years of progressively responsible experience in administration or program management/support. Proficiency in using multiple office software packages is essential, along with experience in supporting a team. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable. Strong financial and budgeting skills, as well as the ability to manage data and documents effectively, are crucial for this role.

Educational Background:
The minimum educational requirement for this position is the completion of secondary education. A Bachelor’s degree in Business or Public Administration is preferred and considered an asset, indicating a higher level of understanding and capability in managing administrative and programmatic tasks effectively.

Experience:
The Programme Associate should have a minimum of 6 years of progressively responsible experience in administration or program management/support. This experience should include working in a computer environment with multiple office software packages and supporting a team in various capacities. Experience with modern web-based ERP systems, particularly Oracle Cloud, is a plus, as it indicates familiarity with contemporary financial and administrative processes.

Languages:
Fluency in English is required for this position, as it is the primary language of communication within UN Women. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and would enhance the candidate's profile, especially in a multicultural and international work environment.

Additional Notes:
This is a temporary appointment position for a duration of 364 days. External candidates will be offered a temporary appointment, while current UN Women staff may be administered as a temporary assignment. The role requires adherence to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the organization's aims and objectives.
