The IRC's Technical Excellence (TE) group, part of the Crisis Response, Recovery and Development (CRRD) Department, plays a crucial role in providing technical assistance to country program staff and influencing policy and practice through shared learning.

Job Overview:
The Software Developer will be an integral part of the METAL team, which is responsible for delivering products that support the implementation of CRRD Programs. This role will focus on the development and management of Program Data Systems, which are essential for the collection, management, and visualization of key performance indicators (KPIs) that inform higher-level decision-making. The Software Developer will work with various platforms, including PowerApps, Power BI, Databricks, and Azure SQL, to build and support data tools that enhance decision-making across the IRC. The position requires a skilled contributor with strong experience in Microsoft PowerApps and Power Automate, and involves tasks such as data platform development, technical assistance, and ensuring compliance with data quality and security" style="border-bottom: 1px dotted #007bff !important;">security standards. The Software Developer will report to the Technology Development Lead and collaborate closely with other developers, QA, Project Managers, and the Program Data Systems Product Manager.

Duties and Responsibilities:
The Software Developer will be responsible for designing, developing, and maintaining PowerApps and Power Automate solutions. They will support the development and rollout of organization-wide data products in collaboration with METAL and sector experts. Key responsibilities include creating technical documentation such as system diagrams and implementation manuals, implementing and maintaining data quality processes and development standards, ensuring compliance with IRC’s data protection policies, and providing Tier-2 and Tier-3 technical support. The role also involves collaborating with IT and data engineering teams on systems integration, reviewing software requirements, translating them into development tasks, and contributing to the establishment of standards for processes, data quality, and system configurations. Additionally, the Software Developer will provide hyper-support during pilot phases of technology rollouts and perform other duties as assigned.

Required Qualifications:
Candidates must have at least five years of experience in the technology domain, specifically in developing and rolling out data platforms for programs. Out of this, at least three years should be focused on developing, implementing, and supporting PowerApps applications for large and complex programs. Experience in public sector programming and monitoring and evaluation (M&E) specific technology tools is essential. Strong communication skills in English, both verbal and written, are required, along with a strong analytic curiosity and innovative problem-solving skills. The ability to work independently and collaboratively in a dynamic, cross-functional team structure is crucial, as is the ability to establish and maintain working relationships across all departments and levels of the organization.

Educational Background:
A Bachelor's degree in computer science, Information Technology, or a related discipline is required for this position. Additional experience with Databricks, Dataverse connectors, APIs, and Microsoft Azure is preferred. Certifications such as Microsoft Power Platform Developer are considered an added advantage.

Experience:
The position requires a minimum of five years of experience in the technology domain, with a strong emphasis on developing and rolling out data platforms for programs. Candidates should have at least three years of direct experience in developing, implementing, and supporting PowerApps applications, particularly in large and complex program environments. Familiarity with public sector programming and M&E specific technology tools is also necessary.

Languages:
Fluency in English is mandatory, with the ability to communicate effectively in both verbal and written forms. This includes day-to-day discussions, team meetings, and the creation of clear and concise requirements and design specifications. Proficiency in additional languages may be beneficial but is not specified as a requirement.

Additional Notes:
The working environment for this role is primarily based in Nairobi, Kenya. For UK-based roles, colleagues are expected to work from the central London office one day per week. Compensation for this position is based on various factors, including the labor market, job type, internal equity, and budget considerations. The UK pay range for this role is between £45,954 and £53,61
