Job Overview:
The consultant will play a pivotal role in the Labour Mobility Division at IOM Kenya, specifically under the IRIS program. This position involves working closely with various stakeholders, including the Ministry of Labour and Social Protection, National Employment Authority, and private recruitment agencies. The consultant will be responsible for facilitating the implementation of activities related to the hospitality pilot project, which focuses on vocational training for workers in Kenya's hospitality sector. The consultant will engage with selected Technical and Vocational Education and Training (TVET) institutions, hotels, and civil society organizations to ensure the successful execution of the program. The role requires a proactive approach to mobilizing communities, selecting trainees, and coordinating with hotels for practical training placements. The consultant will also monitor the progress of trainees and provide necessary support throughout the process.

Duties and Responsibilities:
The consultant's duties will include:
  • Following up on the implementation of activities with the World Sustainable Hospitality Alliance (WSHA).
  • Engaging and following up with the State Department of TVET, selected TVET institutions, and students.
  • Liaising closely with relevant ministries, including the Ministry of Labour, National Employment Authority, and Civil Society Organizations.
  • Engaging with key selected civil society organizations for the popularization of the program in target communities.
  • Coordinating with Pwani Youth Network for lead coordination of civil society organizations in the coastal region.
  • Monitoring the progress of trainees from recruitment to employment and return.
  • Mobilizing communities to generate interest in the program.
  • Selecting trainees for the program.
  • Coordinating with hotels for site visits and guest lectures during core skills training. 1
  • Following up with hotels and trainees for practical training placements. 1
  • Confirming practical skills placements and providing necessary support. 1
  • Engaging with hotels for job placements and logistics. 1
  • Delivering a work plan within the first two weeks and providing monthly updates on engagement with stakeholders.

Required Qualifications:
Candidates must possess a Master’s degree in Migration Studies, International Relations, Labour Studies, Development Studies, Economics, Public Policy, or related fields. Additionally, candidates should have at least 5 years of relevant experience in ethical recruitment practices. Demonstrated experience working with the private sector, including recruiters and employers, as well as civil society organizations, is essential. Familiarity with Kenya’s labour migration context and bilateral labour migration agreements is also required. Candidates should exhibit the ability to manage and execute complex assessments involving multiple stakeholders effectively.

Educational Background:
